Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์ของการวิจัย1)เพื่อศึกษาระดับความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3)เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอในการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่4) เพื่อประยุกต์การนำหลักการบริหารกิจการบ้านเมืองและสังคมที่ดี เพื่อนำมาใช้ในการบริหารงานเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ การศึกษาครั้งนี้ดำเนินการตามระเบียบวิธีการวิจัยแบบผสม (Mixed Method)โดยเป็นการวิจัยเชิงปริมาณ(Quantitative Research) ซึ่งเป็นการวิจัยเชิงสำรวจ (Survey research) โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้คือ ประชาชนที่มีอายุ 18 ปีขึ้นไปโดยเลือกประชาชนที่อาศัยอยู่ในเขตเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่จำนวน 13หมู่บ้านจำนวน 359 คน ซึ่งใช้วิธีการสุ่มตัวอย่าง ตามลำดับชั้นอย่างเป็นสัดส่วนตามตารางมาตรฐานว่าด้วยขนาดประชากรและขนาดตัวอย่างโดยการใช้สูตรของ ทาโร ยามาเน่ (Taro Yamane) ประชากร จำนวน 3,500 คน ขนาดของกลุ่มตัวอย่างที่ระดับความคลาดเคลื่อน 5 % ได้กลุ่มตัวอย่างจำนวน 359 คน วิเคราะห์ข้อมูลโดย (Frequency) ค่าร้อยละ (Percentage) ห่าค่าเฉลี่ย (Mean) และส่วนเบี่ยงเบนมาตรฐาน(Standard Deviation) และการทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียวในกรณีตัวแปรต้นสองกลุ่ม และการทดสอบค่า (F- test) ด้วยวิธีการวิเคราะห์ความแปรปรวน ทางเดียว (One Way ANOVA) ในกรณีตัวแปรต้นตั้งแต่สามกลุ่มขึ้นไปและเปรียบเทียบความแตกต่างของค่าเฉลี่ยเป็นรายคู่โดยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant Different : LSD) และการวิจัยเชิงคุณภาพ (Qualitative Research) ใช้การสัมภาษณ์แบบเชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท พร้อมกับวิเคราะห์โดยใช้วิธีวิจัยแบบผสมผสาน ผลการวิจัยพบว่า 1)ความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ โดยรวมอยู่ในระดับมาก มีค่าเฉลี่ย 3.89 เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมากทุกระดับ ด้านการบริหารงานตามหลักนิติธรรม มีค่าเฉลี่ย 3.83 ด้านการบริหารงานตามหลักคุณธรรม มีค่าเฉลี่ย 3.84 ด้านการบริหารงานตามหลักความโปร่งใสมีค่าเฉลี่ย 3.76 ด้านการบริหารงานตามหลักการมีส่วนร่วม มีค่าเฉลี่ย 4.03ด้านการบริหารงานตามหลักความรับผิดชอบ มีค่าเฉลี่ย 4.06 ด้าน และด้านการบริหารงานตามหลักความคุ้มค่า มีค่าเฉลี่ย 3.82 2)เปรียบเทียบความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่จำแนกตามปัจจัยส่วนบุคคลได้แก่ เพศ อายุ สถานภาพ ระดับการศึกษา อาชีพ และ รายได้ พบว่า ประชาชาชนที่มี อายุ สถานภาพ ระดับการศึกษา และ รายได้ ต่างกันมีความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ ไม่แตกต่างกัน ส่วนประชาชนที่มี เพศอาชีพ ต่างกันต่างกันมีความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของ เทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ แตกต่างกัน อย่างมีนัยสำคัญที่ระดับ 0.05 และ 0.01 3) ปัญหาอุปสรรค และข้อเสนอแนะ เกี่ยวกับการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดดอำเภอเมือง จังหวัดเชียงใหม่พบว่าขาดการประชาสัมพันธ์ข้อบังคับเทศบาล กฎหมาย สิทธิและหน้าที่ของประชาชนให้ทราบอย่างทั่วถึง การบริหารงานขาดความจริงใจในการรับใช้ทางเทศบาลไม่มีการเปิดเผยข้อมูลข่าวสารการดำเนินงานโครงการต่างๆ ของเทศบาลให้ประชาชนทราบอย่างทั่วถึงขาดการส่งเสริมหรือสนับสนุนให้ประชาชนมีส่วนร่วมในการแสดงความคิดเห็นอย่างกว้างขวางการบริหารงานของคณะผู้บริหารและพนักงานเทศบาล ขาดความกระตือรือร้น ความจริงใจในการแก้ไขปัญหาการใช้ทรัพยากร/งบประมาณไม่เหมาะสมกับการดำเนินงานสิ้นเปลืองเกินความจำเป็น 4) การสัมภาษณ์เชิงลึก บุคคลผู้ให้ข้อมูลสำคัญ เกี่ยวกับการบริหารงานตามหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีของเทศบาลตำบลป่าแดด อำเภอเมือง จังหวัดเชียงใหม่ควรนำกฎระเบียบ ข้อบังคับมาใช้กับ พนักงาน สมาชิกสภา ผู้บริหารทุกคน รวมถึงประชาชนในพื้นที่เขตเทศบาลโดยไม่มีการละเว้นในการในการปฏิบัติ ผู้บริหาร พนักงานของทางเทศบาลควรมีคุณธรรม จริยธรรมและยึดหลักธรรมของพระพุทธศาสนามาปฏิบัติอย่างเคร่งครัดเพื่อความสงบสุข ความเป็นอยู่ที่ดีขึ้นของประชาชน

Abstract: The purpose of this research were,1) to study the public satisfactionlevel towards the administration according to the principle of Good Governance and society Pa-Dad Sub-district municipality,Meuang District, Chiang Mai Province.2)to compare the satisfaction of the people towards the administration according to the principle of Good Governance and society Pa-Dad Sub-district municipality,Meuang District, Chiang Mai Province, classified according to the personal factors,3) to study the problems, obtacles and suggestions the administration according to the principle of Good governance and society Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province, 4) to apply the administration according to the principles of good governance to be used in the administration of Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province. The study conducted according to methodology research combination (Mix Research) as well as quantitative research(Quantitative Research), which is a survey research. (Survey research) by, for example, that are used in this research is forpeople aged 18years or above by selecting the people who live in Pa-Dad Sub-district municipality,Meuang District, Chiang Mai Province.The number of 13villages of 359people based on a hierarchical sampling proportionately according to standard tables on population size and sample size by using theformula for the tharroe of Mykonos Yamaguchi ne (Taro Yamane) population of 3500people, the size of the group, for example, that thelevel of tolerance 5% sample amount (c) 359. Analysis of the data by (Frequency), the percent value (Percentage) amount of rain average (Mean)and standard deviation(Standard Deviation) , andt-test(t-test) one way ANOVA in the case of two variables,and the values (F-test) by Takase ANOVA method.Ngadiao (One Way ANOVA) in the case of variables, the three or more group and compare thedifferences of the average couple by means of minimum significant difference(Least Significant Different: LSD)and qualitative research(Qualitative Research) using the in-depth interviews(In-depth Interview)with important information(Key Informants) , and a content analysis techniques include thecontext with analyses by means of integrated research. The results showed that: 1) Satisfaction of thepeople towards the administration according to the principle of Good Governance of Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province, included in many levels. With an average 3.89 is considering the many levels at all levels was found to be. The administration according to the principle of the rule of law has a 3.83 average task management based on moral principle. There are an average of 3.84 administration according to the principle of transparency. There are an average of 3.76 administration according to the principle of participation. There are an average of 4.03 administration according to the principle of responsibility. There are an average of 4.06 and the management according to the principles of value for money. With average 3.82. 2)Comparison of satisfaction of the people towardsthe administration according to the principle of Good Governance of Pa-Dad Sub-District municipality,Meuang District, Chiang Mai Province.by personal factors include age, sex, maritalstatus, educational level,occupation, and income found that public, of the age, marital status, level of education and income, there are differences in satisfaction of the people towards the administration according to The Good Governance of Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province, do not differ, best for people withdifferent occupations, there are gender differences satisfaction of the people towards the administration according to theprinciple of Good Governance of Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province,differssignificantly at 0.05 and 0.01. 3) Problem.Obstacles and suggestions on management according to the principles of good governance of Pa-Dad Sub-District municipality, Meuang District, Chiang Mai Province, found thatthelack of municipal regulations, public relations. Legal rights and duties of citizens to know what the administration lacked sincerity to servemunicipal andnon-disclosure of project operations, municipalpublic know through.Lack of promoting or encouraging the publicto participate in an extensive opinionmanagement executives and employees of the municipal government.Lack of enthusiasm.Sincerity to resolve the problem. Budget/resource usage is not suitable for operation of waste than necessary.
