Abstract: การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพการดำเนินงานตามโครงการ โรงเรียนดีประจำตำบลของสถานศึกษาขั้นพื้นฐานในเขตพื้นที่การศึกษาประถมศึกษาจังหวัดอุบลราชธานี โดยจำแนกตามตำแหน่ง ประสบการณ์ และเขตพื้นที่การศึกษา และเพื่อการศึกษาความคิดเห็น ข้อเสนอแนะเพิ่มเติมเกี่ยวกับสภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบลของสถานศึกษาขั้นพื้นฐานในจังหวัดอุบลราชธานีกลุ่มตัวอย่างที่ใช้ในการศึกษาวิจัยในครั้งนี้ ได้แก่ ข้าราชการครู จำนวน 477 คน แบ่งเป็นผู้บริหารสถานศึกษาจำนวน 136 คน และครูที่ปฏิบัติหน้าที่สอน 341 คน ซึ่งได้มาโดยวิธีการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการศึกษา วิจัยครั้งนี้ เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับของ Likert มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.97สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t และ F โดยวิเคราะห์ความแปรปรวนเมื่อพบความแตกต่างทำการทดสอบรายคู่ตามวิธีของ Scheffe’ ผลการวิจัยพบว่า 1. สภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบลของสถานศึกษาขั้นพื้นฐานในจังหวัด อุบลราชธานี โดยรวมและรายด้าน อยู่ในระดับมาก 2. การเปรียบเทียบสภาพการด าเนินงานตามโครงการโรงเรียนดีประจำตำบลของสถานศึกษาขั้น พื้นฐานในจังหวัดอุบลราชธานี มีดังนี้ 2.1 จำแนกตามตำแหน่ง พบว่า ผู้บริหารสถานศึกษาและครูที่ปฏิบัติหน้าที่สอนมีความคิดเห็นต่อ สภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบล โดยรวมและรายด้านแตกต่างกัน อย่างมีนัยส าคัญทาง สถิติที่ระดับ .05 2.2 จำแนกตามประสบการณ์ พบว่า ผู้บริหารสถานศึกษาและครูที่ปฏิบัติหน้าที่สอนมีความ คิดเห็นต่อสภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบล โดยรวมและรายด้านไม่แตกต่างกัน 2.3 จำแนกตามเขตพื้นที่การศึกษา พบว่า ข้าราชการครูที่สังกัดสำนักงานเขตพื้นที่การศึกษา ต่างกัน มีความคิดเห็นต่อสภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบล โดยรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 3. ข้อเสนอแนะเพิ่มเติมเกี่ยวกับสภาพการดำเนินงานตามโครงการโรงเรียนดีประจำตำบลของ สถานศึกษาขั้นพื้นฐานในจังหวัดอุบลราชธานี พบว่า 1) จัดกิจกรรมการเรียนการสอนและกิจกรรมพัฒนาผู้เรียนอย่างเข้มข้น ควรมีการแลกเปลี่ยนนักเรียนและบุคลากรภายในและต่างประเทศน้อยที่สุด 2) พัฒนาปัจจัยพื้นฐานควรมีการจัดสภาพของโรงเรียนให้สะอาดโดยทำห้องเรียนและห้องปฏิบัติการให้มีความน่าอยู่ น่าเรียนมากที่สุด 3) บริหารจัดการบุคลากรครู ผู้บริหารโรงเรียนมีคุณสมบัติในการบริหารโรงเรียนดีประจำตำบล 4) จัดเครือข่ายกับโรงเรียนอื่นๆควร มีเครือข่ายความร่วมมือกับโรงเรียนที่อยู่ในพื้นที่ 5) เน้นการมีส่วนร่วม ผู้ปกครองมีส่วนร่วมโดยร่วมแสดงความคิดเห็น ติชม ให้คำแนะนำการปฏิบัติงาน 6) ดำเนินการตามระบบประกันคุณภาพภายในอย่างเข้มแข็ง โรงเรียนมีการประเมินตนเอง การ กำหนดแผนปฏิบัติการรายปีและแผนพัฒนาระยะ 4 ปี The purposes of this research are to study and compare the operating state according to the outstanding district schools project of basic education in educational service area of Ubon Ratchathani classified by positions, experiences and educational service areas, also to study the opinions, suggestions related to the operating state according to the outstanding district schools project of basic education in Ubon Ratchathani. The sample group was 477 participants which were as followed 136 participants of school administrators and 341 participants of teachers by stratified random sampling. The research method used in the questionnaires was a rating scale of Likert and Cronbach's alpha was at .97. The data were analyzed by using percentage, mean and standard deviation and the inferential statistics used to test hypothesis were t-test and F-test by variance analysis of Scheffe’. The research findings were as follows: 1. The operating state of the outstanding district schools project of basic education in Ubon Ratchathani in overall and income were at the high level. 2. The comparison of the operating state of the outstanding district schools project of basic education in Ubon Ratchathani are as followed 2.1 Classified by position has shown that the opinions between the school administrators and teachers toward the operating state of the outstanding district schools project in overview and income were different at statistical significance level of 0.05. 2.2 Classified by experiences has shown that the opinions between the school administrators and teachers toward the operating state of the outstanding district schools project in overview and income were not different. 2.3 Classified by educational service area has shown that the opinions of the government teachers in different educational service area toward the operating state of the outstanding district schools project in overview and income were different at statistical significance level of .05. 3. The study of opinions and suggestion were as followed : 1) with regard to teaching and learning activities and intensive student development activities, the student and staff exchange program both domestic and international is least effective. 2) with regard to the fundamental development, the hygiene and attractiveness of classroom and laboratory is most effective. 3 ) with regard to human resources management, the qualification of school administration is effective. 4 ) with regard to the education and resource collaboration network, the collaboration between schools or educational institutions situated within the area is effective. 5 ) with regard to participation, the parent and guardian were encouraged to participate by giving comments and suggestions on the performance. 6) with regard to quality assurance, the schools have done the self-evaluation, determining the annual plan and the four-year plan.
