Abstract:
The objectives of this research were ; 1. To study the current situations and problems in school administration for excellence enhancement in small scale schools under the Office of Secondary Educational Service Area, 2. To develop policy proposes in school administration for excellence enhancement in small scale schools, and 3. To evaluate the policy proposes in school administration for excellence enhancement in small scale schools. The mixed research methodology was used in the study. The quantitative data were collected by questionnaires from 320 administrators in small scale schools and analyzed by statistic instruments. The qualitative data were collected by in-depth-interview with 9 key-informants through semi-structured interview form, and group discussions with 9 experts.
The results of the study found that:
1. In the current situations and problems in school administration for excellence enhancement in small scale schools under the Office of Secondary Educational Service Area, the schools had fewer personnel than administrative structure assigned by Ministry of Education, the lack of computer and accessories, inconsistent internet network, insufficient budget, and frequent rotation of administrators and teachers. The way for improvement is to conduct SWAT analysis, teamwork encouragement, participative performance, life-skills teaching for learners, and active student affairs.
2. The policy proposes in school administration for excellence enhancement in small scale schools consist of 3 factors; 1) Objective, 2) Policy sub-divided into 7 structural sections, 4 technological sections, 4 cultural sections, 24 work performance sections, 9 academic sections, 7 budget sections, 7 personnel management sections, 4 budget management sections, and 4 general management, and 3) Implementation consisting of 3 structural methods, 3 technological methods, 3 cultural methods, 18 work performance methods, 7 academic methods, 4 budgeting methods, 2 personnel management methods, and 5 general management methods.
3. The evaluation of policy proposes in school administration for excellence enhancement in small scale schools based on 5 criteria; appropriateness, possibility, relevancy, usefulness, and righteousness, was at the high level overall. In details, the highest level was on possibility, followed by relevancy and appropriateness respectively.
