Abstract:
This research aims to study the condition of components of educational quality assurance in higher education institutions, to develop the educational quality assurance system of Mahachulalongkornrajavidyalaya University, and to check the educational quality assurance system of Mahachulalongkornrajavidyalaya University. The mixed research methods were used in the study. The quantitative data were collected from 260 samples and analyzed by percentage, frequency, mean and standard deviation. The qualitative data were obtained from in-depth interviews with 5 administrators and focus group discussions with 8 experts and analyzed by content analysis.
The results of the study found that:
1. Components of the educational quality assurance system for higher education consist of: 1) Purpose, uniqueness and identity, 2) Leader and administration, 3) Strategy, 4) Customer/learner, 5) Personnel, 6) Expected achievement, 7) Curriculum requirements, 8) Curriculum structure and content, 9) Staff development activities, 10) Student support, 11) Support and facilities, 12) The quality assurance of teaching and learning process, 13) feedback from stakeholders, Arts and Culture conservation and Community/Society Relations, and 14) Productivity. The opinion towards educational quality assurance system in 14 aspects was at the high level overall. The highest level was on Support and facilities, followed by leader and administration, feedback from stakeholder, art and culture conservation and community/society relations, strategy, and product respectively.
2. Development of the educational quality assurance system of Mahachulalongkornrajavidyalaya University in 5 aspects was on; 1) the production of graduates, 2) research, 3) Academic Services, 4) Arts and Culture conservation, and 5) Management. The system design consisted of; 1) System Development, 2) System Development Process, 3) Project/activity in system development. System implementation consisted of; 1) Preparation of the operation, 2) Implementation, 3) Evaluation of the implementation. Operation assurance consisted of criteria adjustment according to the institutional quality assurance criteria of the Office of the Higher Education Commission and according to the institution's external quality assurance standards by The Office for Standards and Quality Assessment (Public Organization).
3. The results of educational quality assurance system of Mahachulalongkorn rajavidyalaya University were at the high level overall. When considering each aspect, the highest level was on accuracy, followed by propriety, utility, and feasibility respectively. The respondents had similar opinions with the high level on to develop educational system with educational quality assurance system in accordance with standard of national and international education.
