Abstract: การดำเนินงานของโครงการหลวงพัฒนาต้นน้ำ กรมป่าไม้ กระทรวงเกษตรและสหกรณ์ จะช่วยแก้ไขปัญหาการทำลายทรัพยากรป่าไม้บริเวณภาคเหนือของประเทศ และพัฒนาการใช้ประโยชน์ที่ดินของประชากรในพื้นที่ให้ถูกวิธี เพื่อลดการทำลายทรัพยากรป่าไม้และเป็นการปรับปรุงรักษาดุลยภาพของสภาพแวดล้อมบริเวณบริเวณแหล่งต้นน้ำลำธาร วิทยานิพนธ์ฉบับนี้จึงมีวัตถุประสงค์ที่จะศึกษาถึงการดำเนินงานตามโครงการหลวงพัฒนาต้นน้ำ ตลอดจนทำการประเมินผลการดำเนินงานที่ผ่านมา ศึกษาปัญหาและเสนอแนะลู่ทางการแก้ปัญหา ในการดำเนินงานโครงการดังกล่าว จากการศึกษาพบว่า เพื่อให้การบรรลุวัตถุประสงค์ของการจัดตั้งโครงการหลวงพัฒนาต้นน้ำ ในอันที่จะปรับปรุงรักษาพื้นที่ป่าไม่ให้ถูกทำลายโดยชาวเขา โครงการจึงได้กำหนดลักษณะงานที่ต้องดำเนินการออกเป็น 2 ลักษณะงานหลัก คือ งานปลูกป่า และงานจัดหมู่บ้านหลวงพัฒนาชาวเขา โดยการดำเนินงานในรูปแบบของการพัฒนาแบบผสมผสานในทุกด้าน ทั้งด้านนิเวศวิทยา เศรษฐกิจ และสังคม มีการร่วมมือกับส่วนราชการ สถาบันการศึกษา ตลอดจนภาคเอกชนต่างๆ จากการดำเนินงานของโครงการนับตั้งแต่ พ.ศ.2517 จนถึง พ.ศ.2526 กล่าวได้ว่ายังไม่ประสบผลสำเร็จเท่าที่ควร ผลการดำเนินงานด้านการปลูกป่าของโครงการไม่สามารถสร้างสวนป่าทดแทนพื้นที่ป่าที่ถูกทำลายได้ทัน ด้านการพัฒนาประชากรในพื้นที่สามารถดำเนินการได้เพียงบางส่วนของประชากรเท่านั้น จากการศึกษาพอสรุปประเด็นปัญหาในการดำเนินงานของโครงการได้เป็น 2 ด้าน ดังนี้ คือ 1) ปัญหาด้านการบริหารและการพัฒนา ได้แก่ ปัญหาการขาดความสนับสนุนด้านงบประมาณและอัตรากำลัง การขาดประสิทธิภาพทางด้านการบริหารของโครงการ ปัญหาความล่าช้าเนื่องจากเป็นการดำเนินงานของภาครัฐบาล ปัญหาเกี่ยวกับประชากรที่จะทำการพัฒนาเพราะเป็นชาวเขาซึ่งมีหลายเผ่าพันธุ์ และมีความแตกต่างกันทางวัฒนธรรม ขนบธรรมเนียมประเพณี ศาสนา ตลอดจนภาษา และประสิทธิภาพของประชากรส่วนใหญ่ยังอยู่ในระดับต่ำ 2) ปัญหาด้านการดำเนินงาน ได้แก่ ปัญหาเกี่ยวกับข้อจำกัดของสภาพภูมิประเทศ เพราะพื้นที่ดำเนินการเป็นภูเขาสูงสลับซับซ้อน ขาดเส้นทางคมนาคมติดต่อ ปัญหาไฟป่า ปัญหาการขาดรูปแบบวิธีการในการดำเนินงานเกษตรที่สูง ปัญหาด้านการตลาดและปัญหาในการประสานงานระหว่างส่วนราชการที่เกี่ยวข้อง ถึงแม้รัฐบาลจะได้ให้การสนับสนุนด้านงบประมาณเพื่อการจัดตั้งและดำเนินงานโครงการหลวงพัฒนาต้นน้ำมาเป็นระยะเวลานานแล้วก็ตาม แต่การดำเนินงานของโครงการก็ยังไม่ประสบผลสำเร็จตามเป้าหมายเท่าที่ควร เนื่องจากมีปัญหาด้านการบริหาร การพัฒนาและการดำเนินงานดังที่ได้กล่าวมาแล้วข้างต้น ดังนั้น โครงการควรที่จะได้เร่งพิจารณาแก้ไขปัญหาโดยเฉพาะทางด้านการบริหารให้มีประสิทธิภาพมากยิ่งขึ้น ควรให้ความสำคัญกับระบบการจัดเก็บข้อมูลเพื่อให้ประโยชน์ในการพิจารณาวางแผน ติดตามและประเมินผลการดำเนินงาน เพื่อกำหนดแนวทางการดำเนินงานของโครงการในระยะต่อไปให้เป็นไปอย่างมีประสิทธิภาพโดยรัฐบาล ส่วนราชการ ตลอดจนสถาบันต่างๆ ที่เกี่ยวข้องควรสนับสนุนให้ความร่วมมืออย่างจริงจังเพื่อให้การดำเนินงานสามารถช่วยคลี่คลายสถานการณ์ป่าไม้ที่ถูกทำลายโดยชาวเขาให้ได้ผลอย่างแท้จริง

Abstract: The operation of the Royal Watershed Development Project of Forestry Department, Ministry of Agriculture and Cooperatives, hints to solve the problem of encroachment of the forestland in the Northern part of Thailand and to develop the appropriate advanced technology of land used according to the land capability and suitability in order to decrease the destruction of the forest resource and to improve the balancing of the environment of the Watershed area. This thesis is aimed towards the study of the operation of this project throughout the evolutional proceeding have been done, study of the operational problems and proposing how to solve the problems. According to this study, if was found that in order to reached towards the objectives of the project thereby improving preservation of the forest which being destroyed by the hilltribe. The project was pointed to two job catagories that were the forest plantation and the settlement of the Royal Hilltribe Development Village. Therefore the operational development had combined with many fields as ecology, economics, and sociology including co-operation with government and commercial agencies concerned since the operational project done in 1974 to 1983 was found that there was not completely succeeded. The solution of the forest plantation could not settle the forest to substitute the destructive forest and some group of the population were convicted to development. The problems can be summarized into two catagories as follows : 1.The problem of management and development which are mainly concerned with lacking of budget supporting, manpower, problems of management as the matter of fact, this project was executed by the government sector which have several other government agencies concerned. Furthermore, there are still some social problems namely difference in culture, custom, religion, languages, and the low efficiency of population. 2. The problem of implementation which are related with the problems of geography, lack of communication network, market, and co-operation among agencies concerned. Even though the government has come out appriciately support to establish and to operate for the long term project but it couldn’t reach the target. Herewith the main point of the problems were caused by management, development and implementation as mentioned above. Therefore to relieve the destruction of the forest resource, it is strongly recommended that the problems should be solved immediately; Moreover the agencies incharged should also be concentrated not only on the establishment information system which could be used as a tool in project planning, monitoring and evaluation but also the government agencies and institutions concerned must be fully cooperated.
