Abstract: วิทยานิพนธ์ฉบับนี้มุ่งศึกษาบทบาทของคณะองคมนตรีของไทยในฐานะองค์กรที่ปรึกษาของพระมหากษัตริย์ โดยพิจารณาจากข้อเท็จจริงทางประวัติศาสตร์ซึ่งสะท้อนให้เห็นถึงพัฒนาการและลักษณะขององค์กรที่ปรึกษาของพระมหากษัตริย์ที่อยู่เคียงคู่กับสังคมไทยมาอย่างยาวนาน รวมถึงบทบัญญัติของรัฐธรรมนูญเกี่ยวกับพระมหากษัตริย์และองค์กรที่ปรึกษาของพระมหากษัตริย์ ซึ่งแสดงให้เห็นถึงความเป็นพลวัตรขององค์กรที่ปรึกษาของพระมหากษัตริย์ที่มีพัฒนาการและการเปลี่ยนแปลงอย่างต่อเนื่อง จากการศึกษาพบว่า บทบาทอำนาจหน้าที่ขององค์กรที่ปรึกษาของพระมหากษัตริย์ในรูปแบบคณะองคมนตรีของไทยมีความสัมพันธ์กับพระราชอำนาจขององค์พระมหากษัตริย์ โดยในสมัยระบอบสมบูรณาญาสิทธิราชย์ที่พระมหากษัตริย์ทรงเป็นองค์อธิปัตย์และทรงไว้ซึ่งพระราชอำนาจสูงสุดในการปกครองประเทศ บทบาทอำนาจหน้าที่ขององค์กรที่ปรึกษาเป็นไปตามพระราชอัธยาศัยของพระมหากษัตริย์โดยแท้ ต่อมาเมื่อมีการเปลี่ยนแปลงการปกครองจากระบอบสมบูรณาญาสิทธิราชย์มาเป็นระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข พระราชอำนาจของพระมหากษัตริย์ถูกจำกัดอยู่ภายใต้รัฐธรรมนูญ บทบาทอำนาจหน้าที่ของคณะองคมนตรีในฐานะที่ปรึกษาส่วนพระองค์จึงแปรผันไปตามพระราชอำนาจของพระมหากษัตริย์ภายใต้บทบัญญัติของรัฐธรรมนูญ เช่น การไม่ปรากฏบทบัญญัติเกี่ยวกับองค์กรที่ปรึกษาของพระมหากษัตริย์ในรัฐธรรมนูญ 3 ฉบับแรกภายหลังการเปลี่ยนแปลงการปกครองในปี พ.ศ. 2475 ด้วยรัฐธรรมนูญดังกล่าวปรากฏแนวคิดในการจำกัดพระราชอำนาจของพระมหากษัตริย์อย่างชัดเจน แต่เมื่อมีการเพิ่มพระราชอำนาจของพระมหากษัตริย์ในบทบัญญัติของรัฐธรรมนูญแห่งราชอาณาจักรไทยในสมัยต่อมา จึงได้ส่งผลให้บทบาทอำนาจหน้าที่องคมนตรีเพิ่มมากขึ้น รวมถึงการเพิ่มจำนวนองคมนตรีในรัฐธรรมนูญฉบับต่อมาภายหลังอีกด้วย นอกจากนี้ ในการศึกษายังพบว่า การที่พระบาทสมเด็จพระเจ้าอยู่หัวรัชกาลปัจจุบันทรงประกอบพระราชกรณียกิจในด้านต่าง ๆ นานัปการ อาทิ พระราชกรณียกิจในด้านการเกษตร การชลประทาน การศึกษา การแพทย์ การสาธารณสุข ความสัมพันธ์ระหว่างประเทศ ได้ส่งผลให้บทบาทของคณะองคมนตรีในฐานะองค์กรที่ปรึกษาในพระองค์มีความโดดเด่นมากขึ้นกว่าคณะองคมนตรีที่เป็นมาในอดีต ดังจะเห็นได้จากหน้าที่ในการดูแลบริหารจัดการโครงการอันเนื่องมาจากพระราชดำริต่าง ๆ ที่ได้รับมอบหมายจากพระบาทสมเด็จพระเจ้าอยู่หัว ตามความรู้ ความสามารถ และภูมิหลังขององคมนตรีแต่ละคน

Abstract: Objective of this thesis is to study the role of the Privy Council of Thailand as the Counseling Organization to the Monarch of Thailand from historical facts reflecting the development and characteristics of the King’s Counseling Organization which has long history alongside Thai society. This study includes prescriptions of the Thai Constitutions relating to the King and the Counseling Organization of the King which express the dynamic character of the Organization continually having development and changes. The study found that there was correlation between the accountability of the King’s Counseling Organization in form of the Privy Council of Thailand and the power of the King. During the absolute monarchy system period, the King was the sovereign holding sovereign power in ruling the Kingdom, the role of the Counseling Organization corresponded greatly to the absolute power of the King. Later, when the absolute monarchy system was replaced by the democratic regime of government with the King as Head of State where the power of the King was limited under the Constitution, the role of the Counseling Organization was also limited accordingly. An example is the absence of the prescription on the Counseling Organization in the first three Constitutions after the 1932 change of government system where the concept of limitations on royal prerogatives was clearly presented. However, when the new Constitutions increased the power of the King, the role and number of the Counseling Organization also increased. Furthermore, the study also found that the more the present King, His Majesty King Bhumibol Adulyadej, has worked on many fields: Agriculture, Irrigation, Education, Medical Profession, Public Health, and International Relations, the more remarkable role of the Privy Council has been witnessed through the management duties in H.M. the King’s initiated royal development projects. The works in the specific projects were assigned by H.M. the King to each Privy Council member who has specialized skills and suitable working background.
