Abstract: วัตถุประสงค์ของการวิจัยครั้งนี้ คือ 1) เพื่อศึกษานโยบายการจัดการศึกษาปฐมวัย ในพื้นที่ 4 จังหวัด ภาคกลางตอนล่าง ได้แก่ จังหวัดอ่างทอง จังหวัดสุพรรณบุรี จังหวัดพระนครศรีอยุธยา และจังหวัดปทุมธานี 2) เพื่อศึกษาประสิทธิผลของการปฏิบัติตามนโยบายการจัดการศึกษาปฐมวัย ในพื้นที่ 4 จังหวัด ภาคกลางตอนล่าง ได้แก่ จังหวัดอ่างทอง จังหวัดสุพรรณบุรี จังหวัดพระนครศรีอยุธยา และ 3) เพื่อเสนอแนะแนวทางการพัฒนาประสิทธิผลการจัดการศึกษาปฐมวัยพื้นที่ 4 จังหวัด ภาคกลางตอนล่าง วิธีการวิจัยเป็นแบบผสานวิธีทั้งเชิงคุณภาพและเชิงปริมาณ การวิจัยเชิงคุณภาพใช้การเก็บข้อมูลด้วยแบบสัมภาษณ์แบบกึ่งมีโครงสร้าง ผู้ให้ข้อมูลสำคัญรวม 162 คน ได้แก่ ผู้อำนวยการโรงเรียนและครูของโรงเรียนที่ขึ้นตรงกับองค์การบริหารส่วนท้องถิ่น อย่างละ 81 คน ได้มาด้วยการเลือกแบบเจาะจง วิธีวิเคราะห์ข้อมูลใช้การอุปมานวิเคราะห์ สำหรับการวิจัยเชิงปริมาณใช้แบบสอบถาม จากกลุ่มตัวอย่าง 409 คน โดยการสุ่มแบบหลายขั้นตอน กำหนดขนาดกลุ่มตัวอย่างตามสูตรของทาโร ยามาเน ที่สุ่มจากประชากรทั้งหมด 1,227 คน ประกอบด้วย ผู้บริหารองค์กรปกครองส่วนท้องถิ่น ปลัดองค์กรปกครองส่วนท้องถิ่น และหัวหน้าส่วนกองการศึกษา และวิเคราะห์ข้อมูลด้วยสถิติคือ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณผลการวิจัย พบว่า 1) นโยบายการจัดการศึกษาปฐมวัย ในพื้นที่ภาคกลางตอนล่าง ได้แก่ จังหวัดอ่างทอง จังหวัดสุพรรณบุรี จังหวัดพระนครศรีอยุธยา และจังหวัดปทุมธานี พบว่า 1) มีการกำหนดนโยบายที่ชัดเจนในการพัฒนาการจัดการศึกษาปฐมวัย ให้ดำเนินไปอย่างมีประสิทธิผลและมีความยั่งยืน และ 2) มีการพัฒนาความสามารถในการบริหารจัดการศึกษาปฐมวัย โดยกำหนดโครงสร้างองค์การถ่ายโอนการจัดการศึกษาปฐมวัย ทรัพยากรการบริหารการถ่ายโอนการจัดการศึกษาปฐมวัย ความรู้ความสามารถของเจ้าหน้าที่ การบริหารงานบุคคล การบริหารอาคารสถานที่ และการบริหารงบประมาณ2) ประสิทธิผลของการปฏิบัติตามนโยบายการจัดการศึกษาปฐมวัย พบว่า (1) ด้านการบริหารจัดการ โดยผู้บริหารมีภาวะผู้นำในการส่งเสริมสนับสนุนและสร้างการมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็กอย่างต่อเนื่อง (2) ด้านวิชาการและกิจกรรมตามหลักสูตร ผลการประเมินคือเด็กมีพัฒนาการทางร่างกาย อารมณ์ สังคมและสติปัญญาที่ดี (3) ด้านสิ่งอำนวยความสะดวก องค์กรปกครองส่วนท้องถิ่นมีความพร้อมทุกด้าน (4) ตัวแปรพยากรณ์ 6 ตัวแปร ประกอบด้วย ความสามารถในการบริหาร นโยบายรัฐบาล โครงสร้างองค์การ ทรัพยากรการบริหาร ความสามารถของบุคลากร ระบบบริหารงานบุคคลและการบริหารอาคารสถานที่สามารถทำนายประสิทธิผลของการปฏิบัติตามนโยบายการจัดการศึกษาปฐมวัยได้ร้อยละ 75.90 โดยมีค่าสัมประสิทธิ์ที่ปรับแล้ว (adjusted R2) เท่ากับ 0.7593) แนวทางการพัฒนาประสิทธิผลการจัดการศึกษาในการจัดการศึกษาปฐมวัย ขององค์การบริหารส่วนตำบลในพื้นที่ 4 จังหวัด ภาคกลางตอนล่าง มีดังนี้ (1) จะต้องดำเนินการโดยมีการวางแผนการใช้งบประมาณอย่างชัดเจนในทุกปีงบประมาณ (2) จัดทำโครงการเกี่ยวกับการส่งเสริมและสนับสนุนศูนย์พัฒนาเด็กเล็กโดยจัดเป็นปีงบประมาณ (3) เปิดโอกาสให้ศูนย์พัฒนาเด็กเล็กเสนอโครงการเพื่อสนับสนุนงบประมาณตามสมควร โดยสนับสนุนทั้ง 4 ด้าน คือ บุคลากรและการบริหารจัดการ อาคารสถานที่และความปลอดภัย วิชาการและกิจกรรม และ (4) ส่งเสริมการมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็ก

Abstract: The objectives of this research were 1) to study the policy of early childhood educational management in four provinces of the Lower Central Region comprising Ang Thong, Suphan Buri, Phra Nakhon Si Ayutthaya and Pathum Thani, 2) to study the effectiveness of policy implementation of early childhood educational management in four provinces of the Lower Central Region comprising Ang Thong, Suphan Buri, Phra Nakhon Si Ayutthaya and Pathum Thani and 3) to propose the guidelines for developing the effectiveness of early childhood educational management in four provinces of the Lower Central Region. This research employed the mixed methods research composed of both the qualitative and quantitative methods. The qualitative research was conducted by interviewing 162 key informants who were selected by purposive sampling from 81 principals and 81 teachers by employing semi-structured interview tool and data were analyzed by analytic induction. The quantitative research was conducted by studying the samples of 409 respondents selected by multistage sampling method. The sample size derived from Taro Yamane’s formula from the population of 1,227 people who were the Chief Executives of the Subdistrict Administrative Organization (SAO), Chief Administrators of the SAO and Chief of the Education Divisions. The tool for data collection was a questionnaire. Statistics used to analyze data were frequency, percentage, mean, standard deviation and multiple regression analysis.The research finding were as follows:1) The policy on early childhood educational management in four provinces of the Lower Central Region comprising Ang Thong, Suphan Buri, Phra Nakhon Si Ayutthaya and Pathum Thani was as follows (1) the development of early childhood educational management had proceeded effectively and sustainably and (2) the development of capacity in early childhood educational management had determined the structure of transferring, allocation of managerial resources, training the officers to be equipped with knowledge and ability of personnel, management of buildings and budgeting management.2) The effectiveness of early childhood educational management in four provinces found that the administrators (1) the aspect of administration, the executives had a leadership for promotion and build up the people’s participation in developing early childhood development centers continually (2) the aspect of academic and curriculum activities, the evaluation results were the children had a good development in physical body, emotion, social and intelligence maturity (3) the aspect of facilities, the local administrative organizations had ready in all aspects (4) the 6 independent variables composed of the administrative capacity, the government policy, the organization structure, the administrative resources, the personnel capacity, the personnel administration system and the building administration could explained the effectiveness of early childhood educational management at 75.90 percent with adjusted R2 was 0.759.3) The recommendations to develop the effectiveness of early childhood educational management in four provinces of the Lower Central Region were as follows. (1) The clear planning for the budget utility must be made in every year. (2) The annual budget must be allocated for the operation of the projects relate to the promotion and support the early childhood educational management. (3) The early childhood educational development centers must be provided with the opportunity to request for the adequate budget support on the management of personnel, safety buildings, academics and activities. (4) The public participation must be encouraged to promote the development of early childhood educational development centers in all the provinces.
