Abstract: การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษานโยบายอนุรักษ์ทุเรียนนนท์ จังหวัดนนทบุรี 2) ศึกษาการนำนโยบายอนุรักษ์ทุเรียนนนท์ จังหวัดนนทบุรี ไปปฏิบัติ 3) ศึกษาผลการนำนโยบายอนุรักษ์ทุเรียนนนท์ จังหวัดนนทบุรี ไปปฏิบัติผู้วิจัยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ โดยเครื่องมือในการวิจัย คือ (1) การวิจัยเอกสาร (2) การสังเกตแบบมีส่วนร่วม (3) การสัมภาษณ์เชิงลึก โดยใช้จำนวนผู้ให้ข้อมูลสำคัญ 18 คน ที่เลือกจากสมาชิกโครงการ 63 คน แบ่งเป็นผู้บริหาร 6 คน อนุกรรมการดำเนินการ 10 คน ปราชญ์ทุเรียน 2 คน ที่เลือกแบบเจาะจง การวิเคราะห์ข้อมูลใช้อุปมานวิเคราะห์และการตีความ ผลการศึกษาพบว่า1)นโยบายอนุรักษ์ทุเรียนนนท์ จังหวัดนนทบุรี โดยสวนสมเด็จพระศรีนครินทร์ นนทบุรี รับผิดชอบการดำเนินงานตามแผนงานที่กำหนดตามงบประมาณสามปี การกำหนดเป้าหมายและวัตถุประสงค์ของนโยบายมีความชัดเจนและเหมาะสมกับบริบท ทำหน้าที่เป็นศูนย์การเรียนรู้และเผยแพร่พันธุ์ทุเรียนนนท์เป็นสถานที่เก็บรักษาพันธุ์ทุเรียนนนท์ ส่งเสริมการมีส่วนร่วมในการอนุรักษ์พันธุ์ทุเรียนนนท์แบบยั่งยืน จัดแสดงและนำเสนอข้อมูลสายพันธุ์ทุเรียนนนท์ 2)การนำนโยบายอนุรักษ์ทุเรียนนนท์ไปปฏิบัติ โดยใช้ตัวแบบการจัดการของ วรเดช จันทรศร พบว่า มีการบริหารจัดการโดยคณะกรรมการนโยบาย และอนุกรรมการดำเนินงานตามแผนงานและโครงการ มีการกำกับความรับผิดชอบและรายงานความก้าวหน้าของงาน สมรรถนะและโครงสร้างองค์กรมีความเหมาะสม มีความพร้อมทั้งด้าน บุคลากร งบประมาณ สถานที่และอุปกรณ์เครื่องมือเครื่องใช้ มีการประสานงานที่ดีเนื่องจากภาวะผู้นำขององค์กรมีบารมีสูง 3)ผลการนำนโยบายอนุรักษ์ทุเรียนนนท์ ไปปฏิบัติ พบว่า (1) ความสำเร็จของนโยบาย โดยรวมอยู่ในระดับสูง บรรลุวัตถุประสงค์ในการอนุรักษ์ทุเรียนนนท์ เผยแพร่คุณค่าพันธุ์ดั้งเดิม แต่ควรต้องขยายผลไปสู่เกษตรกรผู้ปลูกในการเพิ่มพื้นที่ให้มากขึ้น (2) สภาพปัญหาและอุปสรรค คือปัจจัยที่ควบคุมไม่ได้ส่งผลกระทบกับประสิทธิผลโครงการ เช่น ดินและน้ำมีความเค็มสูง มลพิษทางอากาศมีผลต่อทุเรียน ซึ่งต้องแสวงหาทางปรับปรุงแก้ไขต่อไป

Abstract: The objectives of this research were to 1) study the Nonthaburi Durian Conservation Policy, Nonthaburi Province 2) study the Nonthaburi Durian Conservation Policy Implementation, Nonthaburi Province and 3) study the results of the Nonthaburi Durian Conservation Policy Implementation. This research was a qualitative research and the tools were (1) documentary research (2) participant observation and (3) in-depth interviewing of 18 key informants from the 63 members of project including 6 executives, 10 operation sub-committees and 2 durian philosophers with selected by purposive sampling. The data were analyzed by analytic induction and interpretation.The research findings were as follows:1)The Nonthaburi Durian Conservation Policy, Nonthaburi Province found that the park of Somdej Phra Sri Nakarin, Nonthaburi was responsible for the operation following the 3 years program. The policy formulation in targets and objectives had clear and proper with their contexts, this duties were be a learning center and disseminated the Nonthaburi Durian Conservation Policy, Nonthaburi Province species, the places to restore, promoted the participation of people for sustainable conservation and displayed or presented the data of Nonthaburi Durian.2)The Nonthaburi Durian Conservation Policy Implementation according to the managerial model of Voradej Chantharasorn found that the management was executed by the policy boards and sub-committees operated following the program and project, monitoring the responsibilities and reported the job progress. The organization and structure capacities appropriated and ready including the personnel, budget, places and equipment, moreover, good coordinated because of the high charisma leadership of organization. 3)The results of the Nonthaburi Durian Conservation Policy Implementation found that (1) the success of policy in overall was at a high level not only attained their objectives of the Nonthaburi durian conservation, disseminated the values of the traditional species but also extended to the growers of other nearly areas (2) the problems and obstacles were the uncontrollable factors that impacted the project effectiveness such as high salt soil and water, air pollution affected durian so that to find out for improving and solving the problems.
