Abstract:
Purpose : The purpose of this study was to introduce a model of educational program for the underprivileged school age children in Bangkok Metropolis slum area to the Bureau of Education, Bangkok Metropolitan Administration. Procedures : The sample of this study were the people who lives in Pradu 1 slum area behide Asalapheeyah school, and Wat Channai. They were devided into five groups : the head family, the housewife , the communitys leader, the underprivileged school age children, the government officers and the technocrats who involves in the slum area. The instrument of this research was form of interview concerning the educational needs and problems of the underprivileged children in the Bangkok Metropolis slum areas. The data were collected and analyzed by percentage and itemized conclusion for the basic information. Result : The basic data showed that, the condition of the people of the slum area, studied in this research, was poor in both standard of living and sanitation. The environment leads to immoral deeds and crime. Most of the people were educated at the elementary level, and having low income. The school age children could not attend the school because of poverty, broken home and lack of legal birth certificate. The sample urged that the government had to support the budget for the school, personnel and teaching aids, so that these children would have an opportunity to learn. The adequate educational management was to integrate formal and non-formal system into a special program. The curriculum should be organized with emphasis of vocational training, literacy, moral education and community health. The proposed model : The educational program of the underpriviledged school age children in the slum area should be set by integrating good concepts of formal and non-formal education and supporting by educational innovation and technology. It should be operated as the school with in school , administered this special program with cooperation of the main school administration. The personnel and resources should be transferred from the mobile school units of Bangkok Metropolis Administration. Instruction and methodology. The classroom for this group of children as a special room with in the main school building. The teaching learning period was from 3.30 p.m. to 7.00 p.m. The class system was devided into 3 levels : Level 1 = grade 1-2 in normal class system. Level 2 = grade 3-4 in normal class system. Level 3 = grade 5-6 in normal class system. The children of this program studied through level 1 level 3 with in4 ½ yearsand took grade 6 examination with the Department of Nonformal Education to get the certificate of compulsory education. The special curriculum of this program consisted of compulsory subjects and elective subjects. Those were vocational training courses, academic courses, moral education and health education. There were two levels of the administration of this program : B.M.A.s Division of Education level and the school level. For the first one, the Division of Education, B.M.A. would be the organizing center, working cooperatively with other institution and the people in the communities. At the school level, the administration of this special program would be the complete unit operated with in itself for this purpose but it had to be practically related to the main school. The financial resources come from the B.M.A. budget, government and donation from foundations, organization, and private sector. The program aimed to serve the underpriviledged children and parents in the slum areas and helped them to solve their problems. The services would be emphasized on guidance, health and sanitation, nutrition and free education. The children should be trained for special job, and correct use of leisure times. The organization and policy setting of this program should be manage by 3 groups of committee, directing committee, operating committee and sub-committee in different tasks. These committees would work cooperatively in making decision for the policy, the curriculum implementation, schools selection, public relation, personnel training and improvement of the program to serve the objectives of this model.
