Abstract:
This research aimed to 1) study status and problems of school quality management system to the World Class Standard School under the Secondary Educational Service Area Office, 2) develop the model of school quality management system to the World Class Standard School, and 3) evaluate the developed model. Data were gathered from 213 samples of the school administrators, teachers, and basic education committee, also 17 experts. The research instruments were 1) a 5-rating scale questionnaires concerning status and problems of the school quality management system which had a reliability of 0.87, 2) three rounds of the Delphi technique questionnaires, and 3) an evaluation form. Data were analyzed by frequencies, mean, percentage, median, mode, Standard Deviation, and Interquartile Range.
The results of this study showes that
1. Problems of the school quality management system to the World Class Standard School under the Secondary Educational Service Area Office were at a high level in every aspect, as follows: the arrangement and process section; the strategic planning section; the organization section; the measurement, analysis, and knowledge management section; the focus of personnel section; the focus on student quality section; and the results section, respectively.
2. The developed model composes of 6 components: 1) participation in consultation, 2) participation in planning, 3) participation in decision-making, 4) participation in monitoring, 5) participation in follow-up and evaluation, 6) participation in improvement. All of these components have to focus on the frame work of world class standard school: leadership and management; strategic planning; student quality; measurement, analysis and knowledge management; personnel quality; process management; and results.
3. The developed model as evaluated by the respondents has a possibility, an appropriateness, and a usefulness at a high level.
