The research sample is consisted of undergraduate students in 2nd semester of 2015 of the universities in Bangkok and perimeter province, using a multi-stage random sampling. Totally were 630 undergraduate students. The research instruments were test item specifications, test item specifications evaluation form, and skill test that has mixed format including multiple choice, open writing, and rearrange. Data were analyzed by using SPSS for descriptive analysis and t-test independence, LISREL for CFA analysis, and Cronbachs alpha Formulation for reliability. The research findings were as follows: 1) Development of test item specifications of the 21st century life and career skill scales for undergraduate students consisted of Introduction, Test item specifications manual, Objective of test item specifications, Objective of test, Components of the 21st century life and career skill for undergraduate students, Test development principles, Test formats, Test Stimulus Materials, Test development guidelines, Table of specifications, Item specifications, Evaluation criteria, and Sample items. The total quality evaluation result was in high level (Mean=4.25, SD=0.60). 2) The quality of skill test that was made from test item specifications are consisted of content validity by 10 experts and construct validity (Chi-square = 47.72, df =40, P=0.19, GFI = 0.99, AGFI = 0.98, RMSEA = 0.02). The reliability was in high level (α=0.75) and the result of t-test independent has shown that most items had the qualification to classify undergraduate students ability.
