State and problems of the quality control cirle operation in elementary schools under the jurisdiction of the Office of the National Primary Education Commission
Abstract:
The purpose of this research is to study state and problems of the quality control circle operation in elementary schools under the jurisdiction of the office of the National Primary Education Commission. The study was based on 3 points of view, namely, Operational State, Operational Output, and Opinions Concerning the Operation. The results responded by 104 administrators, 524 teachers and from interviewing 5 school administrators which win the Quality Control Contest are as follows : 1) Operational State of Quality Control Circle : Q.C.C. was introduced to the Schools by the administrators which was a policy form the Office of the National Primary Education Commission. The administrators sent teachers for Q.C.C. training and work out details in implementing Quality Control Groups. The administrators gave supports by setting up meetings to clarify the objectives. Most teachers chose to join the groups whose members were in the same area of works. The popular topics chosen were about the problems of teaching and learning. 2) Operational Output of Quality Control Circle : The problems of operation came from the administrators and teachers. Most of the administrators solved the problems by participating in describing and planning. Meanwhile most of the teachers will ask for the administrators' and experts' advice in order to make the work more efficient. 3) Opinions Concerning the Operation of Quality Control Circle : The administrators and teachers and teachers conclude that this Quality Control Circle implementation gave an encourage to teachers for highly developed teaching situation and it is also suitable for implementing in the governmental system
