Abstract:
For this study aims to discover a) the level of Open Government (OG) knowledge of the Royal Thai Air Force (RTAF) officers, b) influence level of impact factors to the OG acceptance, and c) develop an OG model of RTAF. The research conceptual framework was integrated by the Unified Theory of Acceptance and Use of Technology (UTAUT), e-Government Development Index (EGDI), and OG guild lines and implementation.
This research consists of a quantitative and qualitative research. First is quantity analysis, 385 RTAF officers were chosen by stratified random sampling as research respondents to finding the adoption of OG. Questionnaires were used as tools for gathering data from the respondents which based on UTAUT that consist of four areas: 1) Performance Expectancy, 2) Effort Expectancy, 3) Social Influence, and 4) Facilitating Condition. And 39 influence factors were prescribed from four areas of UTAUT. Second is qualitative analysis from the executive Interviews and ICT development of RTAF. Data from returning questionnaires were calculated by the discriminant analysis technique. The study resulted that only 16 factors influence the OG acceptance, which generate 7 equations of the influence. Predictors of the influence level are the backgrounds of the RTAF officers. As qualitative analysis found that RTAF should rapidly develop e-service to perform OG and speedily draft a regulation to support OG. Content Analysis was used for consideration all influence factors from two research methods to lead the development of an OG model for the RTAF. Eventual, The OG model should be consisted of 1) Online Service & Open Data, 2) Human Resource Development, 3) ICT Infrastructure, and 4) OG Facilities Condition
