Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและปัญหาในการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น 2) ศึกษาปัจจัยที่ส่งผลต่อการดำเนินงาน การประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น 3) พัฒนารูปแบบ การดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น และ 4) ศึกษาความคิดเห็นของครูที่มีต่อรูปแบบการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น โดยมีการดำเนินการวิจัย 4 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพและปัญหาในการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาและครูในสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น จำนวน 380 คน ได้มาโดยใช้วิธีสุ่มกลุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยครั้งนี้ คือ แบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.96 การวิเคราะห์ข้อมูลโดยคำนวณหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 ศึกษา วิเคราะห์ เอกสาร แนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้องเกี่ยวกับปัจจัยที่ส่งผลต่อการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น เครื่องมือที่ใช้ในการวิจัย คือ แบบบันทึกข้อมูลและสัมภาษณ์ผู้เชี่ยวชาญ จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้างและการวิเคราะห์ข้อมูลโดยใช้วิธีการวิเคราะห์ เชิงเนื้อหา ขั้นตอนที่ 3 พัฒนารูปแบบ การดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น โดยใช้ข้อมูลจากขั้นตอนที่ 1 และ 2 หลังจากนั้นตรวจสอบรูปแบบการดำเนินงาน การประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น โดยใช้เทคนิคการประชุมสนทนากลุ่มผู้เชี่ยวชาญ จำนวน 9 คน การวิเคราะห์ข้อมูลโดยใช้วิธีการวิเคราะห์เชิงเนื้อหา และขั้นตอนที่ 4 ศึกษาความคิดเห็นของครูที่มีต่อรูปแบบการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ครูในสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น จำนวน 310 คน ได้มาโดยใช้วิธีสุ่มกลุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ การวิเคราะห์ข้อมูลโดยคำนวณหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1. สภาพและปัญหาการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น 1) สภาพและปัญหาการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ตามกรอบวงจรคุณภาพ พบว่า 1.1) สภาพการดำเนินงานการประกันคุณภาพ การศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาพรวม มีความคิดเห็นอยู่ในระดับมาก ( = 3.73) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีสภาพการดำเนินงานสูงสุด คือ การดำเนินงานตามแผนงาน ( = 3.77) ส่วนด้านที่มีสภาพการดำเนินงานต่ำสุด คือ การปรับปรุงและพัฒนา ( = 3.71) ส่วน 1.2) ปัญหา การดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาพรวมมีความคิดเห็นอยู่ในระดับน้อย ( = 2.35) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีปัญหาการดำเนินงานสูงสุด คือ การวางแผนการปฏิบัติงาน ( = 2.39) ส่วนด้านที่มีปัญหาการดำเนินงานต่ำสุด คือ การปรับปรุงและพัฒนา ( = 2.29) และ 2) สภาพและปัญหาการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ตามขั้นตอนการดำเนินงานประกันคุณภาพภายในสถานศึกษา พบว่า 2.1) สภาพ การดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาพรวมมีความคิดเห็นอยู่ในระดับมาก ( = 3.68) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีสภาพการดำเนินงานสูงสุด คือ การประเมินคุณภาพภายในตามมาตรฐานการศึกษาของสถานศึกษา ( = 3.79) ส่วนด้านที่มีสภาพการดำเนินงานต่ำสุด คือ การติดตามตรวจสอบคุณภาพการศึกษา ( = 3.60) ส่วน 2.2) ปัญหาการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาพรวมมีความคิดเห็นอยู่ในระดับน้อย ( = 2.26) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีปัญหาการดำเนินงานสูงสุด คือ จัดทำแผนพัฒนาการศึกษาของสถานศึกษา ( = 2.30) ส่วนด้านที่มีปัญหาการดำเนินงานต่ำสุด คือ การจัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพภายใน ( = 2.21) 2. ปัจจัยที่ส่งผลต่อการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ประกอบด้วย 1) นโยบายและยุทธศาสตร์ ที่เน้นการพัฒนาคุณภาพการศึกษาที่เกิดผลกับผู้เรียน 2) ภาวะผู้นำที่เน้นการยึดหลักธรรมาภิบาลในการบริหารจัดการ 3) การบริหารบุคคลในองค์กร ที่เน้นการจัดวางตัวบุคคลที่มีความรู้ความสามารถตรงกับงาน 4) กระบวนการทำงานยึดกระบวนการวางแผนการดำเนินงานแบบมีส่วนร่วม 5) ทรัพยากรที่ใช้ในการปฏิบัติงาน ที่เน้นการบริหารจัดการทรัพยากรที่มีอยู่อย่างคุ้มค่า 6) บรรยากาศในการทำงาน ที่เสริมสร้างการเป็นองค์กรแห่งการเรียนรู้ และ 7) การติดต่อสื่อสารที่มีความหลากหลายในช่องทางการสื่อสาร 3. รูปแบบการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่นที่พัฒนาขึ้น ประกอบด้วย 2 องค์ประกอบหลัก คือ วงจรคุณภาพเชิงซ้อนและเงื่อนไขความสำเร็จ โดย องค์ประกอบวงจรคุณภาพเชิงซ้อน ประกอบด้วย 2 องค์ประกอบย่อย คือ องค์ประกอบวงจรคุณภาพ ประกอบด้วย 1) การวางแผน 2) การดำเนินงานตามแผนงาน 3) การตรวจสอบการติดตามประเมินผล 4) การปรับปรุงพัฒนา และองค์ประกอบขั้นตอนการดำเนินงานประกันคุณภาพภายในสถานศึกษา ประกอบด้วย 1) กำหนดมาตรฐานการศึกษาของสถานศึกษา 2) จัดทำแผนพัฒนาการศึกษาของสถานศึกษา 3) จัดระบบบริหารและสารสนเทศ 4) การดำเนินงานพัฒนาตามแผนพัฒนาการศึกษาของสถานศึกษา 5) การติดตามตรวจสอบคุณภาพการศึกษา 6) การประเมินคุณภาพภายในตามมาตรฐานการศึกษาของสถานศึกษา 7) การจัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพภายใน และ 8) การพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง และองค์ประกอบเงื่อนไขความสำเร็จ มี 7 องค์ประกอบย่อย ได้แก่ นโยบายและยุทธศาสตร์ ภาวะผู้นำ การบริหารบุคคลในองค์กร กระบวนการทำงาน ทรัพยากรที่ใช้ในการปฏิบัติงาน บรรยากาศในการทำงาน และการติดต่อสื่อสาร 4. ครูมีความคิดเห็นต่อรูปแบบการดำเนินงานการประกันคุณภาพการศึกษาภายในของสถานศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ภาพรวมมีความเป็นไปได้ของรูปแบบ อยู่ในระดับมาก ( = 4.03) และความมีประโยชน์ของรูปแบบ อยู่ในระดับมาก ( = 4.12)

Abstract: The purposes of this research were to 1) study the state and problems of the internal quality assurance operation of schools under Local Administrative Organizations, 2) study the factors affecting the internal quality assurance operation of schools under Local Administrative Organizations, 3) develop a model of the internal quality assurance operation of schools under Local Administrative Organizations, and 4) evaluate the opinions of teachers about the model of the internal quality assurance operation of schools under Local Administrative Organizations. The research consisted of four stages as follows: Stage 1: study the state and problems of the internal quality assurance operation of schools under Local Administrative Organizations. The sample used consisted of 380 administrators and teachers in schools under Local Administrative Organizations selected using Multi-stage Random Sampling. The research instrument for this study was a 5-rating scale questionnaire with a 0.96 level of reliability. The data were analyzed using mean and standard deviation. Stage 2: study and synthesize the concepts, theories and related research and documents about factors affecting the internal quality assurance operation of schools under Local Administrative Organizations. The tools used in this research were based on data records and on interviews with 5 key informants selected by Purposive Random Sampling. The data from the semi-structured interviews were analyzed by content analysis. Stage 3: develop a model of the internal quality assurance operation of schools under Local Administrative Organizations using the data obtained from stage 1 and 2, and examine the model using focus group discussions with 9 specialists. The data were analyzed by content analysis. Stage 4: evaluate the opinions of the teachers concerning the model of the internal quality assurance operations of schools under Local Administrative Organizations. The sample used in this part of the study consisted of 310 teachers from schools under Local Administrative Organizations selected by Multi-stage Random Sampling. The tool used was a 5-rating scale questionnaire. The statistics used for data analysis were mean and standard deviation. The research findings were as follows: 1. The condition and problems of the internal quality assurance operation of schools under Local Administrative Organizations. 1) the condition and problems of the internal quality assurance operation of schools under Local Administrative Organizations as pertaining to a quality cycle revealed that, 1.1) the state of school quality assurance operations were overall, at a high level ( = 3.73). The opinions of the respondents when considering each individual aspect revealed that the highest mean was for the state of operations according to plans ( = 3.77), and the least was for the state of refinement and development ( = 3.71). 1.2) the school quality assurance operation problems were, overall, at a low level ( = 2.35). Again, when considering each aspect individually the highest mean was for the state of operational planning ( = 2.39), and the least was for the state of refinement and development ( = 2.29) and, 2) the condition and problems of the internal quality assurance operation of schools under Local Administrative Organizations as pertaining to procedures revealed that, 2.1) the state of school quality assurance operations were, overall, at a high level ( = 3.68). Considering each aspect individually, the opinions of the respondents showed that the highest mean was for the state of assessment of school quality assurance ( = 3.79), and the least was for the state of follow ups ( = 3.60). 2.2) the school quality assurance operation problems were, overall, at a low level ( = 2.26). Considering each individual aspect, the highest mean was for the state of school plan formulation ( = 2.30), and the least was for the state of reporting the annual plan ( = 2.21). 2. The factors affecting the internal quality assurance operation of school under Local Administrative Organizations consisted of 1) policy and strategy, emphasized the educational quality development following the outcomes of the learners, 2) leadership, emphasized good governance principles in management 3) management of people in organizations, emphasized the alignment of putting the right person in the right job, 4) work flow, emphasized participative planning and operations, 5) resources used in operations, emphasized the efficient management of resources and, 6) working environment, emphasized creating positive attitudes and awareness in operations, and 7) diversity of communication channels. 3. The model of the internal quality assurance operations of schools under Local Administrative Organizations comprised of two main components: the complex quality cycle and conditions for success. The complex quality cycle comprised of two sub-components: the quality cycle which was composed of, 1) planning, 2) implementating, 3) checking and evaluating and, 4) action for improvement, and the schools internal quality assurance operation procedures, which were composed of 1) setting educational standards, 2) formulating an educational development plan, 3) setting a management and information system, 4) implementing a school development educational plan, 5) monitoring and reviewing the quality of the education, 6) evaluating the quality of the education within the education standards 7) publishing annual reports on the internal quality assessments, and 8) continuously developing the education quality. The conditions for success had 7 sub-components namely policy and strategy, leadership, managing people in organizations, work, resources used in operations, working environment and communication. 4. The opinion of the teachers about the model of the internal quality assurance operation of schools under Local Administrative Organizations was, overall, at a high level ( = 4.03) and the utilization of it was also at a high level also ( = 4.12).
