Abstract: การวิจัยครั้งนี้มีจุดประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาตำบลขององค์การบริหารส่วนตำบลหนองหมากฝ้าย 2) ศึกษาปัจจัยด้านการบริหารต่อ การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาตำบล ขององค์การบริหารส่วนตำบลหนองหมากฝ้าย และ 3) ศึกษาความสัมพันธ์ของปัจจัยด้านการบริหาร กับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาตำบลขององค์การบริหารส่วนตำบลหนองหมากฝ้าย ประชากร ได้แก่ ประชาชนในตำบลหนองหมากฝ้าย จำนวน 5,955 คน กลุ่มตัวอย่างได้มาจากการสุ่มแบบชั้นภูมิตามสัดส่วน จำนวน 375 คน เครื่องมือที่ใช้ได้แก่ แบบสอบถาม มีความเชื่อมั่นทั้งฉบับเท่ากับ 0.907 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และสถิติทดสอบสมมติฐาน คือ ค่าที การทดสอบความแปรปรวนทางเดียว ทดสอบความแตกต่างเป็นรายคู่ด้วยวิธีการของเซฟเฟ่ และสถิติสหสัมพันธ์ ผลการวิจัย พบว่า 1) ประชาชนมีส่วนร่วมในการจัดทำแผนพัฒนาตำบลขององค์การบริหารส่วนตำบลหนองหมากฝ้าย ภาพรวมอยู่ในระดับมาก โดยมีส่วนร่วมด้านการตัดสินใจสูงที่สุด รองลงมา ได้แก่ ด้านการรับผลประโยชน์ ด้านการดำเนินการ และด้านการติดตามประเมินผล 2) ปัจจัยด้านการบริหาร มีอิทธิพลต่อการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาตำบลขององค์การบริหารส่วนตำบลหนองหมากฝ้าย ภาพรวมอยู่ในระดับมาก โดยปัจจัยด้านสภาพแวดล้อมมีอิทธิพลสูงที่สุด รองลงมา ได้แก่ ด้านรางวัลตอบแทน ด้านความต้องการบุคคล และด้านการผลักดันจากผู้นำ 3) ปัจจัยด้านการบริหาร มีความสัมพันธ์ไปทิศทางเดียวกันในระดับมากกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาตำบลขององค์การบริหารส่วนตำบลหนองหมากฝ้าย อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01

Abstract: The purpose of this research was 1) to study the level of public participation in the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization, 2) to study the administrative factors affecting the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization and 3) to study the relation between the administrative factors and public participation in the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization. The population was the 5,955 Nong Mak Fai residents and the sample consisted of 375 respondents, who were selected by cluster sampling technique. The research tool was a questionnaire with a reliability of 0.907. The analysis statistics were frequency, percentage, mean, standard deviation and hypothesis tests were done using One-way ANOVA with Sheffe and Pearson Product Moment Correlation Coefficient. The results revealed that: 1) The people’s participation in the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization was, overall, at a high level. The highest level was for the making decisions, aspect, followed by the beneficit receiving, practice and evaluation aspects. 2) The administrative factors that influenced the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization were, overall, at a high level. The highest level was for the environment aspect, followed by the rewards, people’s needs and leader support aspects. 3) The relation between the administrative factors and the participation of the people in the Sub-district development plan initiation of Nong Mak Fai Sub-district Administrative Organization was positive at the level of significance of 0.01.
