Abstract: วัตถุประสงค์ 1. เพื่อสำรวจจำนวนโสตทัศนูปกรณ์ชนิดต่างๆของวิทยาลัยครูอุบลราชธานี 2. เพื่อศึกษาถึงประสบการณ์ ความจำเป็น ปัญหาและความคิดเห็นต่อการใช้โสตทัศนูปกรณ์ประกอบการสอนของอาจารย์ในด้านการบริการ การบริหาร การจัดตั้งตลอดจนข้อเสนอแนะต่างๆ 3. เพื่อศึกษาถึงประสบการณ์และความจำเป็นของโสตทัศนูปกรณ์ต่อการเรียนการสอนของนักศึกษา 4. เพื่อเสนอแนะโครงการจัดตั้งศูนย์สื่อการศึกษา การดำเนินงานด้านบริหารและหน้าที่ของศูนย์สื่อการศึกษาของวิทยาลัย วิธีดำเนินการ 1. สำรวจจำนวนโสตทัศนูปกรณ์ภายในวิทยาลัย 2. สัมภาษณ์เจ้าหน้าที่ฝ่ายเทคนิควิทยาการศึกษา และหัวหน้าหมวดวิชาต่างๆ 3. ใช้แบบสอบถามข้อเท็จจริงและความคิดเห็นเกี่ยวกับโสตทัศนศึกษาจากอาจารย์จำนวน 155 คนและนักศึกษาจำนวน 256 คน แล้วนำข้อมูลที่ได้รับมาศึกษาวิเคราะห์ทางสถิติ โดยคิดเป็นค่าร้อยละ แล้วนำผลการวิจัยมาสรุปและเสนอแนะผลการวิจัย ผลการวิจัย 1. สื่อการศึกษาประเภทโสตทัศนูปกรณ์ของวิทยาลัยมีอยู่เป็นจำนวนไม่น้อยแต่ว่าอยู่กระจัดกระจายกันตามหมวดวิชาต่างๆ 2. อาจารย์และนักศึกษาส่วนใหญ่เห็นด้วยกับการจัดตั้งศูนย์สื่อการศึกษาขึ้น และให้ดำเนินงานอยู่เป็นเอกเทศสังกัดผู้อำนวยการ 3. ปัญหาที่อาจารย์ประสบมากคือ การขาดสื่อการสอนที่สอดคล้องกับเนื้อหาวิชาต่างๆ 4. อาจารย์และนักศึกษามีความต้องการได้รับการอบรมเกี่ยวกับการผลิต และการใช้โสตทัศนูปกรณ์มาก เพราะส่วนใหญ่มีประสบการณ์ทางโสตทัศนศึกษาน้อย ข้อเสนอแนะ การนำเอาโครงการจัดตั้งศูนย์สื่อการศึกษาของวิทยาลัยครูอุบลราชธานีไปใช้นั้นมีข้อควรคำนึง คือ 1. ควรจัดตั้งคณะกรรมการขึ้นมาเพื่อศึกษาพิจารณาโครงการอย่างละเอียด เพื่อวางแผนและกำหนดนโยบายไว้ล่วงหน้า 2. ควรให้ครู อาจารย์ นักศึกษา ตลอดจนชุมชน ได้รับประโยชน์จากโครงการนี้ให้มากที่สุด 3. ควรของบประมาณสนับสนุนจากเจ้าหน้าที่ชั้นผู้ใหญ่

Abstract: The purpose of this study was three fold : 1) to survey audio-visual media of Ubon Seachers' College 2) to study experience, needs, problems and opinions of instructor and student teachers 3)to propose the project for establishing the Educational Media Center at the College. Procedures: The investigator first conducted a survey audio-visual media at Ubon Teachers' College, and interviewed instructors of the Department of Educational Technology and the heads of other departments. The questionnaire was designed to obtain facts and opinions on audio-visual usage from instructors and student teachers. Finally, the project to establish the Educational Media Center at Ubon Teachers’ College was proposed. Conclusions 1. There were many audio-visual aids in the college but widely dispersed in many departments. 2. Most instructors and student teachers agreed with the establishment of an Educational Media Center under the supervision of the college rector. 3. The main problem encountered by instructors was a lack of specific audio-visual aids that could be used in conjunction with the lessons. 4. Many instructors and student teachers did not have sufficient knowledge about educational media and they expressed their desire to have in-service training in this area. Recommendations: 1. The committee should be set up so as to consider the project thoroughly and to set the plan an policy in advance. 2. The instructors, student teachers and community should get the advantage from this project as much as they can. 3. The budget should be supported by the high rank officials.
