Abstract:
Purpose of the Study 1. To study philosophy and purposes concerning the administration of the basic nursing education of 9 nursing schools operated under the government, and located in Bangkok. 2. To study the schools administrative system in connection with curricula structure, organization structure, internal organization control, personnel management and schools financial support. 3. To compare the administrative system of those nursing schools selected for this research. Methods and Procedure Documentary and field research were used accordingly. The latter composed of the structure interview and questionnaire. The pretesting of prepared forms of structure interview and questionnaire was carried out and revised before distributing to administrators and teaching staff of 9 nursing schools ; two of these schools are under The Office of State Universities, three under the Ministry of Defense, three under the Ministry of Interior, and one Major Findings 1. The philosophy, purposes and objectives of all basic nursing schools are similar interms of the prime target, that is to prepare nurses with high professional characters. Statistical testing was done to find out impressions of administrators and faculty members toward the stated philosophy and objectives of their own schools, it reveals that their ideas had agreed that the preparation of able and effective professional nurses is the most outstanding goal ; the expectation of being a good citizen and being able to develop themselves are rated as secondary. 2. In connection with the school curricula structure, the study shows that : 2.1 the semester and trimester system are practiced, credit system is being used in all schools. 2.2 every school exbibits a strong interest in general education as part of the professional nursing curriculum despite of definite statement of its role. The subject matter in general education composed of the following areasthe natural sciences, the social sciences, and the humanities. The minimum percentage in the area of general education is 31.09%, the maximum is 43.53%, compaing to subject matter in professional nursing which range from 56.47 to 68.91% 2.3 every school curriculum has required more credits in the area of general education in the first academic year, therefore credits in professional nursing is inevitable lessen, however the credit in such area is being increased in later years of schooling. 2.4 in connection with an evaluation of the school curriculum, the administrators have applied the following methods as forming committee to study and collect data, conducting an evaluation by administrator themselves and head departments of sections, and encouraging faculty members to share their opinion. Generally, students do not yet have opportunity to participate actively in such evaluation. 3. The school organization structure generally composed of the following departments or offices as the office of general administration, nursing education, nursing service, and student services and welfare. Definite line of authority within the organization is illustrated. The faculty member learns it organization structure through organization chart, orientation program and school handbook. 4. Dealing with the school internal control, in general, schools have had definite division of working unite, have set up certain working methods, have designed short and long range plan, and also have formed special committee if necessary. Concerning the school personnel control, administrators and faculty members had stated that the first method used is by putting the right person on the right job, and the supported means are decentralizing responsibility and authority to subordinates, making out job desoription, and distributing guidebook to personnel to enable them to perform their work. The methods to account the assignment, most administrators mainly used is conferences held among faculty members of all levels. Direct supervision and working record propose by individual are seldom applied. 5. In the area of personnel management, particularly on teaching assignment, administrators judgement depends mainly on individual educational background. For treatment of new faculty members, 43.09% had learned their teaching assignment through orientation program, 24.39% were assigned to work as an assistant teacher for a period of time, and 19.52% were assigned to observe actual teaching performed by old faculty members before performing real teaching themselves. 6. All schools received financial support totally from the government. The problem about budget planning and organizing, the expenditure control, and others are experienced among those schools that have no full authority in the school budgeting.
