Abstract: การวิจัยนี้เป็นงานวิจัยแบบผสมผสาน โดยการนำเทคนิคการวิจัยและพัฒนา และนำกระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมมาทำการศึกษาและพัฒนา มีความมุ่งหมาย 1) เพื่อศึกษาสภาพและปัญหาที่มีต่อการพัฒนาคุณลักษณะอันพึง ประสงค์ของนักเรียน ระดับการศึกษาขั้นพื้นฐาน 2) เพื่อพัฒนาระบบการบริหาร การจัดการเรียนรู้ และ 3) เพื่อประเมินระบบการบริหารงานการจัดการเรียนรู้ เพื่อ ส่งเสริมคุณลักษณะอันพึงประสงค์ของนักเรียน สังกัดสำนักงานเขตพื้นที่การศึกษา ประถมศึกษาสุรินทร์ เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา จำนวน 5 คน หัวหน้าวิชาการ จำนวน 5 คน และนักเรียน จำนวน 35 คน โดยการ เลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม คู่มือการจัดกิจกรรม พัฒนาคุณลักษณะอันพึงประสงค์ของนักเรียนตามหลักสูตรแกนกลางการศึกษาขั้น พื้นฐาน พุทธศักราช 2551 แบบประเมินตนเอง แบบสัมภาษณ์และแบบสอบถามวัด ความพึงพอใจของผู้บริหารสถานศึกษาและครูที่มีต่อระบบการบริหารงานการจัดการ เรียนรู้เพื่อส่งเสริมคุณลักษณะอันพึงประสงค์ของนักเรียน สถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีประสิทธิผล และทดสอบสมมติฐาน การวิจัยโดยใช้การทดสอบค่า t (Independent & Dependent samples t-test) ผลการวิจัยปรากฏดังนี้ 1. สภาพการพัฒนาคุณลักษณะอันพึง ประสงค์ของนักเรียนตามความคิดเห็นของผู้บริหาร สถานศึกษาและครูผู้สอน พบว่า มีสภาพการพัฒนา คุณลักษณะอันพึงประสงค์อยู่ในระดับมาก และ เมื่อพิจารณาสภาพการพัฒนาคุณลักษณะอันพึง ประสงค์เป็นรายด้านพบว่า อยู่ในระดับมากทุกด้าน 2. ปัญหาการพัฒนาคุณลักษณะอันพึง ประสงค์ของนักเรียน ตามความคิดเห็นของผู้บริหาร สถานศึกษาและครูผู้สอน พบว่า มีปัญหาการพัฒนา คุณลักษณะอันพึงประสงค์อยู่ในระดับน้อย และ เมื่อพิจารณาปัญหาการพัฒนาคุณลักษณะอันพึง ประสงค์เป็นรายด้านพบว่า อยู่ในระดับน้อยทุกด้าน 3. ผลการพัฒนาระบบการบริหารงานการ จัดการเรียนรู้เพื่อส่งเสริมคุณลักษณะอันพึงประสงค์ ของนักเรียน ระดับการศึกษาขั้นพื้นฐาน ประกอบ ด้วย 4 ขั้นตอน ได้แก่ การสร้างความตระหนัก การจัดกิจกรรมส่งเสริมคุณลักษณะอันพึงประสงค์ การนำไปประยุกต์ใช้และการประเมินผล 4. ผลการประเมินระบบการบริหาร งานการจัดการเรียนรู้ เพื่อพัฒนาคุณลักษณะอัน พึงประสงค์ของนักเรียน ระดับการศึกษาขั้นพื้นฐาน พบว่า นักเรียนมีคุณลักษณะอันพึงประสงค์ ตาม หลักสูตรแกนกลางการศึกษาขั้นพื้นฐาน พุทธศักราช 2551 หลังการทดลองสูงกว่าก่อนการทดลองอย่างมี นัยสำคัญทางสถิติที่ระดับ .05 ค่าดัชนีประสิทธิผล โดยรวมเท่ากับ 0.7682 แสดงว่า นักเรียนมี คุณลักษณะอันพึงประสงค์โดยรวมเท่ากับ 0.7682 หรือคิดเป็นร้อยละ 76.82 5. ผลการประเมินความพึงพอใจของผู้ บริหารสถานศึกษาและครูวิชาการที่มีต่อระบบ การบริหารงานการจัดการเรียนรู้เพื่อส่งเสริม คุณลักษณะอันพึงประสงค์ของนักเรียน ระดับการ ศึกษาขั้นพื้นฐาน พบว่า มีความพึงพอใจอยู่ในระดับ มาก และไม่แตกต่างกัน งานวิจัยนี้ทำให้เห็นว่าระบบการบริหาร งานการจัดการเรียนรู้เพื่อส่งเสริมคุณลักษณะอัน พึงประสงค์ของนักเรียนที่ผู้วิจัยพัฒนาส่งผลให้เกิด คุณลักษณะอันพึงประสงค์ของนักเรียนตามหลักสูตร แกนกลางการศึกษาขั้นพื้นฐาน พุทธศักราช 2551 ได้แก่ รักชาติ ศาสน์ กษัตริย์ ซื่อสัตย์ สุจริต มีวินัย ใฝ่เรียนรู้ อยู่อย่างพอเพียง มุ่งมั่นในการทำงาน รัก ความเป็นไทย และมีจิตสาธารณะ

Abstract: This research was the mixed research by using the technique of Research and Development and the Participatory Action Research to study and develop. The objectives of this research were 1) to study the states and problems of the development to improve the desirable characteristics of student in Basic Education level, 2) to develop the adminis trative system of learning activity, and 3) to evaluate the effectiveness of the administrative system of learning activity for improving the desirable characteristics of students in the schools under Surin Primary Educational Service Area Office 2. The sample consisted of 5 administrators, 5 heads of academic affairs and 35 students, selected by purposive sampling method. The instruments used for gathering data were the questionnaire, the handbooks for learning activity according to the Basic Education Core Curriculum 2008, the evaluation from, the interview and the questionnaire on the administrators’ and teachers’ satisfaction towards the administrative system of learning activity for improving student’s desirable characteristics. The statistics used to analyze the data were mean, standard deviation, the effectiveness index and the hypotheses were tested by Independent & dependent samples t-test. The findings were shown as follows : 1. The states of development the student’s desirable characteristics according to the opinions of the administrators and teachers both in overall and each aspect were at the high level. 2. The problems on development the student’s desirable characteristics according to the opinions of the administrators and teachers both in overall and each aspect were at the low level. 3. The development of the administrative system of learning activity for improving student’s desirable characteristics in basic education level composed of 4 stages : 1) creating awareness, 2) learning activities for improving the desirable characteristics, 3) application, and 4) evaluation. 4. The implementation of the administrative system of learning activity for improving student’s desirable characteristics in Basic Education level revealed that the students had the desirable characteristics according to the Basic Education Core Curriculum 2008 after test higher than before test at statistical significant level of .05, the effectiveness index as a whole was at 0.7682 which indicated that students had the desirable characteristics as a whole at 0.7682, accounted for 76.82 %. 5. The results of assessment of administrators’ and teachers’ satisfaction toward the administrative system of learning activity for improving student’s desirable characteristics were at a high level with no difference. This study revealed that the administrative system of learning activity to improve student’s desirable characteristics as developed by a researcher had effect on student’s desirable characteristics according to the Basic Education Core Curriculum A.D. 2008 in the senses of love of nation, religion and king, honesty and integrity, self-discipline, avidity for learning, living by Principle of Sufficiency Economy, dedication and commitment to work, loving in being Thai and public mind.
