Abstract: จากผลการประเมินคุณภาพภายนอกรอบสาม ของสถานศึกษาระดับการศึกษาขั้นพื้นฐาน พบว่า สถานศึกษาส่วนใหญ่มีผลการประเมินด้านคุณภาพผู้เรียนอยู่ในระดับต่ำ ซึ่งบ่งชี้ถึงคุณภาพสถานศึกษา ผู้บริหาร ครูในสถานศึกษา จึงนำสู่การวิจัยครั้งนี้โดยมีวัตถุประสงค์เพื่อศึกษา 1) ระดับการบริหารแบบมีส่วนร่วมของผู้บริหาร 2) ระดับคุณภาพผู้เรียน และ 3) ความสัมพันธ์ระหว่างการบริหารแบบมีส่วนร่วมกับคุณภาพผู้เรียน ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชุมพร เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารจำนวน 103 คน และครูผู้ปฏิบัติการสอน จำนวน 322 คน รวม 425 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม แบบประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิจัย คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า 1. การบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชุมพร เขต 1 โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า คือ ด้านการให้ข้อมูลที่ถูกต้องครบถ้วนและทันสมัยต่อทุกคนที่มีส่วนร่วมในการตัดสินใจอยู่ในอันดับแรก รองลงมาคือ ด้านการกระจายอำนาจและการให้อำนาจตัดสินใจ และอันดับสุดท้ายคือ ด้านความมีอิสระที่จะรับผิดชอบและสามารถดูแลตนเองได้ 2. คุณภาพผู้เรียนตามเกณฑ์ของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชุมพร เขต 1 ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายข้อพบว่า ผู้เรียนมีสุขนิสัย สุขภาพกาย และสุขภาพจิตที่ดีอยู่ในอันดับแรกรองลงมาคือ ผู้เรียนมีคุณธรรม จริยธรรม และค่านิยมที่พึงประสงค์และอันดับสุดท้ายคือ ผู้เรียนคิดเป็น 3. ความสัมพันธ์ระหว่างการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษากับคุณภาพผู้เรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชุมพร เขต 1 มีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยมีความสัมพันธ์กันในระดับสูง ข้อค้นพบจากการวิจัยนี้แสดงถึงผู้บริหารที่ใช้หลักการบริหารแบบมีส่วนร่วมในด้านการให้ความอิสระต่อผู้ที่เกี่ยวข้องและด้านผู้เรียนคิดเป็น ที่อยู่ในระดับสุดท้าย เป็นสิ่งที่แสดงให้เห็นว่าผู้บริหารต้องให้ความสำคัญและนำมาสู่การพัฒนาแนวทางการบริหารที่จะกระจายอำนาจอย่างแท้จริง ให้โอกาสผู้ที่เกี่ยวข้องมีความอิสระในการทางานให้มากขึ้นและส่งเสริมให้ครูจัดกระบวนการเรียนรู้ที่เน้นทักษะกระบวนการคิดให้ผู้เรียนอย่างจริงจัง As a result of External Quality Assurance round 3 of the Primary Education with were found that the evaluation results had low level. This mean that the Administrators and Teacher’s qualities in school. Therefore, the purposes of this study were to study of the 1) participation management of the school administrators 2) quality of learners, and 3) relationship between the participation management of the school administrators and quality of learners in school under the Office of Chumphon Primary Education Service Area 1. The research samples were consisted of 103 school administrators, 322 teachers, giving a total number of 425. The dimension is five-scale rating questionnaire. The statistics utilized for data analysis included arithmetic mean, standard deviation and Pearson’s product moment correlation coefficient. The research findings were as follows: 1. The participation management of the school administrators under the office of Chumphon Primary Education Service Area 1 which were all rated at a high level. It was found that the first aspect is providing accurate and update information for those involved in decision - making followed by sharing authority and decision - making. The last is self - dependence and responsibility. 2. The quality of learners in school under the Office of Chumphon Primary Education Service Area 1 which were all rated at a high level. It was found that the highest level was the learners have a good in a behavior, physical health and mental health followed by the students have the desirable virtue, moral and ethical values. The last is the students thinking. 3. The relationship between the participation management of the school administrators and quality of learners in school under the Office of Chumphon Primary Education Service Area 1 was found that all pairs was correlated at the significant of 0.01 was high level relation.. These findings show that the school administrators who applied the participation management in aspect of liberation for involved persons and students are the final aspect which show the administrators have to emphasize and lead to development of administration procedure that can be absolutely decentralized. The school administrators should permit involved persons to have more freedom for working and promote all teachers for providing learning processes that focus on the critical thinking skill of learners.
