Abstract:
Purposes of the Study 1. To anlyse the opinions of the teachers in Central Region on the roles and activities of Teacher Institute. 2. To study the opinions of the teachers on the problems concerning the operations of Teacher Institute with focus on its roles and activities. 3. To study the needs of the teachers concerning the roles and activities of Teacher Institute. 4. To compare the opinions of the teachers with different functions and academic degrees on the roles and activities of Teacher Institute. Methods of the Study The subject of this study included two groups of population educational administrators and classroom teachers in Central Region of Thailand. The samples were selected by stratified random sampling technique. One hundred percent of educational administrators and20 percent of classroom teachers in Cholburi, Patumtani, Phetchburi, Saraburi and Singburi were drawn as samples. The samples included 100 educational administrators and 362 classroom teachers which made 462 in total number. A questionnaire constructed by the researcher basing on close-ended (multiple choices and rating scale) and open- ended types was used as an instrument for data collection. The pre-test technique was administered before actual data collection. Data used in study were as followed: 1. Status of members of Teacher Institute. 2. Opinion of members on roles and activities of Teacher Institute. 3. Opinion of members on services of Teacher Institute. 4. Free-responding opinion of member on academic, welfare and personnel administration services of Teacher Institute. The data obtained were analysed by means of percentage, mean, standard-diviation, and t-test. Research Results 1. Members of Teacher Institute perceived its tasks in the following order of importance-high to low: 1.1 Academic Promotion Service. 1.2 Welfare Promotion Service 1.3 Personnel Administrative Service. 2. Academic promotion services rated by members as well done and satisfied were : summer courses for teachers qualification promotion, in-service training for teachers promotion examination, text-books publication for teachers promotion examination program, and thai text-book for teachers promotion examination program. Academic promotion services rated as poorly done and unsatisfied were: technical lecture series at regional level and selection examination arrangement for study abroad. 3. Welfare promotion services rated by member as welldone and satisfied were : death benefit program for fellow teachers, music and drama group, death benefit program for members spouses, assistance program for retired teachers under His Majestys patronage, assistance for teachers children. Welfare promotion services rated as poorlydone and unsatisfied were : the construction of summer hostel for member, teachers hotel provision in provinces. Land arrangement for members, transportation discount privilege for members. 4. Personnel administrative services rated by members as welldone and satisfied were: tasks related to disciplinary action, professional certificate and degree utilization, consideration of ex-officer returning to services, the appointment of teachers as specially qualified person. Personnel administrative services rated as poorlydone and unsatisfied were : The appointment of other officials to become teaching personnel, tasks related to grievances and complaints, manpower provision to certain educational institution, and teachers ranks promotion. 6. Members need to see Kuru Supa improve its public relation activities so that the members may be able to follow Kuru Sapa movements, and to know procedure to seek and enjoy Kuru Sapa services. They further suggested that Kuru Sapa improve and expand services on academic and welfare promotior covering all members under various jurisdictions and regions. 7. The educational administrators and classroom teachers opinions on Kuru Sapa welfare promotion program are significantly different at 95% level of confidence. But their opinions on academic promotion and personnel administration program are not statistically different at .05 level. 8. The opinion of member with high and low qualification on the three types of Kuru Sapa services programs are significantly different at 99% level of confidence.
