Abstract:
The main purpose of this research was to developing strategies for promoting teacher competency of municipality schools. The specific purpose were 1) to study the competency and operational condition of teachers of municipality schools 2) to draft a strategies model for promoting the teachers competency of municipality schools and 3) to evaluate the strategies model for promoting the teachers competency of municipality schools. The research methodology followed 3 steps 1) to study the competency and operational condition of teachers of municipality schools by studying teacher competency from documents and operational condition of teachers of municipality schools by asking school administrators and teachers 355 persons, 2) to draft the strategies model to promoting the teachers competency of municipality schools, to determine the suitability of the draft strategy by highly qualified, and 3) to evaluate the strategies model for promoting the teachers competency of municipality schools, by assessing the feasibility and usefulness of the strategies model for promoting the teachers competency of municipality schools by 102 school administrators, collected data using questionnaires and data were analyzed by a computer program. The research findings were as follows: 1) The teachers competency in municipality schools found 11 components include: 5 core competency and 6 function competency and operational condition of teachers of municipality schools was at a high level. The core competency that should be promoted include: working achievement motivation. The development should include: self-development. The function competency that should be promoted include: analysis and synthesis and classroom research. The development should include: curriculum and learning management. 2) Strategies for promoting teacher competency of municipality schools, consisting of 4 strategies issues with consisted of 8 measures, 26 guidelines, 30 key performance indicators (KPIs) as follows: 1) Strategic 1-Promoting teachers to knowledge development; 2) Strategic 2-Teacher development to learning skills; 3) Strategic-Promoting supplementary teacher to create learning network and participation; 4) Strategic 1-Strengthening to conscious mind moral and teacher profession ethics. 3) The evaluate strategies for promoting teacher competency of municipality schools. Showed result at a high level in the feasibility possible and at highest level in usefulness.
