Abstract: สถานศึกษาได้นำเทคโนโลยีสารสนเทศมาใช้ในการจัดการศึกษาแต่เนื่องจากผู้บริหารสถานศึกษาใช้หลักการบริหารที่แตกต่างกัน ทาให้ผลการดำเนินการตามมาตรฐานการบริหารเทคโนโลยีสารสนเทศของสถานศึกษาที่แตกต่างกัน ผู้วิจัยจึงสนใจที่จะทำการวิจัยเรื่องนี้โดยมีวัตถุประสงค์เพื่อ 1) ศึกษาการจัดการเทคโนโลยีสารสนเทศของสถานศึกษา 2) ศึกษาการใช้อินเทอร์เน็ตในการจัดกระบวนการเรียนรู้ของครูในสถานศึกษา และ 3) วิเคราะห์ปัจจัยการจัดการเทคโนโลยีสารสนเทศที่ส่งผลต่อการใช้อินเทอร์เน็ตในการจัดกระบวนการเรียนรู้ของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 2 กลุ่มตัวอย่างคือครูที่ปฏิบัติการสอนในสถานศึกษาในเขตพื้นที่เป้าหมายในการศึกษา จำนวน 296 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ 0.964 สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. การจัดการเทคโนโลยีสารสนเทศในสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก เรียงจากค่าเฉลี่ยสูงสุดลงไปได้แก่ด้านการจัดการโครงสร้างพื้นฐาน ด้านการส่งเสริมการใช้เทคโนโลยีสารสนเทศ ด้านการพัฒนาบุคลากร และ ด้านการบริหารจัดการทั่วไป ตามลำดับ 2. การใช้อินเทอร์เน็ตในการจัดกระบวนการเรียนรู้ของครูในสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก โดยการใช้บริการเวิลด์ไวด์เว็บอยู่ในอันดับสูงสุด รองลงมาคือการใช้บริการสืบค้นข้อมูล การใช้บริการถ่ายโอนแฟ้มข้อมูล และการใช้บริการไปรษณีย์อิเล็กทรอนิกส์ ตามลำดับ 3. ปัจจัยการจัดการเทคโนโลยีสารสนเทศที่ส่งผลต่อการใช้อินเทอร์เน็ตในการจัดกระบวนการเรียนรู้ของครูในสถานศึกษาได้แก่ปัจจัยด้านการบริหารจัดการ การส่งเสริมการใช้เทคโนโลยีสารสนเทศ และการพัฒนาบุคลากร ตามลำดับ โดยมีประสิทธิภาพการทำนายร้อยละ 66.00 ประสิทธิภาพการทำนายที่ปรับแล้วร้อยละ 65.60 จากผลการวิจัยนี้ แสดงให้เห็นว่าผู้บริหารสถานศึกษาและครูผู้สอนควรให้ความสำคัญในการใช้อินเทอร์เน็ตในการจัดกระบวนการเรียนรู้ให้มีประสิทธิภาพมากยิ่งขึ้น โดยผู้บริหารควรเปิดโอกาสให้ครูผู้สอนและผู้มีส่วนเกี่ยวข้องมีส่วนร่วมในการจัดการเทคโนโลยีโดยมุ่งเน้นการพัฒนาคุณภาพของผู้เรียนเป็นสำคัญ Schools have been utilizing the information technology in their educational management, but school administrators had applied different principles which resulted in different performances of utilizing of the information technology based on the concerned standards. The researcher, therefore, was interested in conducting a study with the purposes to: 1) examine the management of information technology operated in schools, 2) determine the internet utilization made by the teachers for their instruction and learning in schools, and 3) analyze factors concerned with information technology management affecting the internet utilized for instruction and learning practice by the teachers in schools under Phetchaburi Primary Educational Service Area Office 2. The sample consisted of 296 informants selected from teachers in schools in the study’s target area. The instrument was a 5-scale questionnaire with the reliability of 0.964. The statistics employed for data analysis were percentage, mean, standard deviation, and stepwise multiple regression analysis. The research results were as follows: 1. The information technology management operated in the schools under Phetchaburi Primary Educational Service Area Office 2, as a whole and each aspect, was at a high level; ranging from the highest mean scores as the aspect of infrastructure management, promoting utilization of the information technology, human resource development, and general administration and management respectively. 2. Utilization of the internet for learning process made by the teachers in schools as a whole and each aspect was at a high level. Utilization of the world-wide-web was at the highest level, followed by the practice of information search, transferring information files, and electronic mailing respectively. 3. The factors of information technology management that affected utilization of the internet for learning process performed by the teachers in schools were; the administration and management f, the promotion of using the information technology, and the human resource development respectively, having the predictive efficiency of 66.00 percent, the adjusted predictive efficiency of 65.60 percent. The research findings indicated that the school administrators and teachers should push forward on increasing utilization of the internet for learning more effectively. The administrators should allow teachers and other stakeholders to participate in technology management to improve and focus on the quality of learners.
