Governance problems in public construction work : the case study of Civil Department, Nang Lae sub-district municipality, Muang district, Chiang Rai province
Abstract:
The objectives of this study were: (1) to compare between opinions of civil department stuffs and community for implementing good governance in public construction work of Nang Lae sub-district municipality, Muang district, Chiang Rai province and (2) to study communitys problems, barriers and needs for implementing good governance in public construction work of Nang Lae sub-district municipality. Focus Group Interviews were used as a tool to retrieve data from stakeholders who are related in public construction work of Nang Lae sub-district municipality. The sample size is 28. The data was analyzed by using content analysis for search stakeholders barriers, needs and approach to enhance public construction work of Nang Lae sub-district municipality on principles of good governance.
The results of the study were as follows; (1) the aspects of opinions of civil department stuffs for implementing good governance in public construction work such as rule of law, ethics, participation (planning, implementation, monitoring and evaluation), accountability and value of money are no different from opinions of community but transparency and participation (opinion) are different and (2) communitys governance problems, barriers and needs in public construction work of Nang Lae sub-district municipality such as unclear of related policy and legal, knowledge of community for related policy and legal, abuse of power, lack of civil department stuff, budget of participation activities and limit time of projects.
From this study, these are recommendations for an approach to enhance implementing good governance in public construction work of Nang Lae sub-district municipality, Muang district, Chiang Rai province such as (1) rule of law: training policy and legal program related in public construction work to community, (2) ethics: specify performance standard of civil department stuff position each and monitor, evaluate and report stuff performance to community every year, (3) transparency: should improve public construction work information disclosures and organizational performance such as detail and procedure of projects, (4) participation: should support more participation of community by develop activity in planning, implementation, monitoring and evaluation of projects especially, (5) accountability: should training in public construction work program to improve the performance to civil department stuff or related people and (6) value of money: should emphasize outputs, outcomes of project that will impacts to community which will reduce budget and time wastage.
