Abstract:
The objectives of this research were to, 1) study the components of model of high performance school administration under Local Administrative Organization, 2) develop an appropriate model of high performance school administration under Local Administrative Organization and 3) investigate model of high performance school administration under Local Administrative Organization. The research was divided into 4 phases: Phase 1: Study conceptual knowledge, theory and related documents to determine the research conceptual framework using documentary examination from. Phase 2: Develop model using field studies with 3 schools under Local Administrative Organization. The samples were 3 school administrators selected by purposive sampling. The instrument used was indepth-interview. The results from Phase 1 and Phase 2, then were brought to draft the model. Phase 3: The model investigation which was divided into 2 stages. 1) Qualitative investigation of model using focus group with 9 experts selected by purposive sampling. The tool was a rating scale questionnaire. 2) Quantitative investigation of model using 152 school administrators selected by multi-stage method. The instrument used was rating scale questionnaire with Index of Consistency (IOC) between .80-1.00 and reliability at .97. Phase 4: Improve and propose a more appropriate model. The statistics used in data analysis were frequency, percentage, mean and standard deviation. The data were analyzed by using content analysis.The findings were as follows: 1) The components of model of high performance school administration under Local Administrative Organization consisted of 4 parts: Part 1, an Introduction consisted of 5 principles, 3 objectives and, 3 contexts. Part 2, a model, there were 3 dimensions: dimensions 1) 5 steps of school administration to be a high performance organization, dimensions 2) 7 components of high performance organization, dimensions 3) 4 tasks of the authority of schools. Part 3, there were 4 steps of the model implementation. Part 4, successful conditions and barrier conditions, consisted of 3 successful conditions and 5 barrier conditions. 2) Develop model of high performance school administration under Local Administrative Organization consisted of 4 parts. Part 1, an Introduction consisted of 6 principles, 3 objectives and, 7 contexts. Part 2, a model, there were 3 dimensions: dimensions 1) 6 steps of school administration to be a high performance organization, dimensions 2) 7 components of high performance organization, dimensions 3) 4 tasks of the authority of schools. Part 3, there were 4 steps of the model implementation. Part 4, successful conditions and barrier conditions, consisted of 4 successful conditions and 5 barrier conditions. 3) There were 2 results after model investigation: (1) The qualitative investigation found that; model of high performance school administration under Local Administrative Organization was overall at highest level. Considering each aspect, the utility, the appropriateness, and the accuracy were at highest level, and the feasibility was at high level. (2) The quantitative investigation, it was found that the model of high performance school administration under Local Administrative Organization was overall at highest level ( =4.62 , S.D. = .24). When considering in each aspect, the utility was at the highest level ( = 4.61 , S.D. = .09), the appropriateness was at highest level ( = 4.73 , S.D. = .10) , the accuracy was at highest level ( = 4.84 , S.D. = .13), and the feasibility was at high level ( = 4.28 , S.D. = .15).
