Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และ 2) เพื่อเปรียบเทียบการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำแนกตามขนาดโรงเรียน ประสบการณ์ปฏิบัติงาน และวุฒิการศึกษาของผู้บริหารตามองค์ประกอบของการบริหารจัดการระบบคุณภาพ 7 ด้าน คือ การนำองค์กร การวางแผนเชิงกลยุทธ์ การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย การวัด การวิเคราะห์และการจัดการความรู้ การมุ่งเน้นบุคลากร การจัดการกระบวนการและผลลัพธ์ กลุ่มตัวอย่างการวิจัย ได้แก่ ผู้บริหารโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 217 คน โดยการเปิดตารางสำเร็จรูปของเครซี่และมอร์แกน โดยการสุ่มตัวอย่างการวิจัยแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าดัชนีความสอดคล้องอยู่ระหว่าง 0.60 - 1.00 และมีค่าความเชื่อมั่น 0.91 สถิติที่ใช้ในวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ยค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติการทดสอบใช้ค่าทีแบบเป็นอิสระต่อกันผลการวิจัยพบว่า1. การบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ภาพรวมและรายด้านอยู่ในระดับมากทั้ง 7 ด้าน ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านการวัด การวิเคราะห์และจัดการความรู้ ด้านการมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย รองลงมา ได้แก่ ด้านการมุ่งเน้นบุคลากรและด้านที่มีค่าเฉลี่ยต่ำสุด ได้แก่ การนำองค์กร 2. เปรียบเทียบการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (2.1 เปรียบเทียบการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำแนกตามขนาดโรงเรียน โดยภาพรวม และรายด้านพบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (2.2 เปรียบเทียบการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำแนกตามประสบการณ์การปฏิบัติงานของผู้บริหาร โดยภาพรวมพบว่า ไม่แตกต่างกัน ยกเว้น การนำองค์กร และการมุ่งเน้นบุคลากร แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (2.3 เปรียบเทียบการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำแนกตามวุฒิการศึกษาของผู้บริหาร โดยภาพรวมพบว่า ไม่แตกต่างกัน ยกเว้น การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

Abstract: The objectives of this research were to 1) study the quality system management of world-class standard schools under the Office of the Basic Education Commission 2) compare quality system management of world-class standard schools under the Office of the Basic Education Commission classified by school size, work experience and educational level. The research was divided into 7 aspects of quality system management, consisting of leadership, strategy planning, student and stakeholder focus, measurement, analysis and knowledge management, workforce focus, process management and performance results. The samples were 217 school administrators using Krejcie and Morgan’s Table and multi-stage random sampling. The instrument was a 5-rating scale questionnaire with Index of Item - Objective Congruence between 0.60-1.00 and the reliability at 0.91. The Statistics used in data analysis were percentage, mean, standard deviation and t-test Independent. The research results were as follows: 1. Overall, the quality system management of world-class standard schools under the Office of the Basic Education Commission in general and in each aspect was at high levels in all 7 aspects. The highest level consisted of measurement, analysis and knowledge management, student and stakeholder focus, followed by workforce focus. The lowest aspect was leadership. 2. The comparison of quality system management of world-class standard schools under the Office of the Basic Education Commission. (2.1 The comparison of quality system management of world-class standard schools under Office of the Basic Education Commission, classified by school size, as a whole and in overall each aspect, was at the statistically of significance level 0.05 (2.2 The comparison of quality system management of world-class standard schools under Office of the Basic Education Commission, classified by administrators’ working experience, overall, was not different. Leadership aspect and workforce focus aspect were at the level of statistically significance 0.05 (2.3 The comparison of quality system management of world-class standard schools under Office of the Basic Education Commission, classified by administrators’ educational levels, in overall, was not different. Student and stakeholder focus aspect was significantly different at the level of 0.05
