Attitude and satisfaction towards common expense collection by the developer, the village committee and the village committee which is co-operated by Tambon Administration
Abstract:
The objectives of this study are to study an attitude and satisfaction towards common expense collection in the villages run by a developer, a village committee and a village committee which is co-operated by the Tambon Administration. It is found that most residents' family in the village run by developer comprise of 3 members. Most respondents live in a townhouse of 20 square wah. They are house owners, family leaders and earn a household income per month of 35,000 - 40,000 baht. Most residents' family in the village run by a village committee comprise of 4 members. Most respondents live in a townhouse of 19 square wah. They are house owners, family leaders and earn a household income per month of 5,000 - 10,000 baht. Most residents' family in the village run by a village committee which is co-operated by the Tambon Administration comprise of 3 members. Most respondents live in a townhouse of 16 square wah. They are relatives of the house owners or tenants, family leaders and earn a household income per month of 5,000 - 10,000 baht. Regarding opinions on common expense collection, most of those who live in the village run by a developer know almost all of common expenses except the expenses on the police patrolling the village and drain pipe cleaning. However, they are happy to pay the above expenses since they are satisfied with the village security. Most of those who live in the village run by a village committee know all of common expenses and are happy to pay all of them because of the common expense rate collected is suitable. Most of those who live in the village run by a village committee which is co-operated by the Tambon Administration know only 2 items of common expenses, which are a garbage collecting expense and a security expense, but are happy to pay all them since the rate is not too high. In conclusion, although some expenses are unknown, the residents are happy to pay them especially if the expenses are related to security of life and properties. Regarding opinions on utility management, most of residents who live in the village run by a developer think that the developer is consistent in managing the village utilities. However, they have moderate satisfaction with the management due to the perception that the management quality is not up to their expectation. Most of residents in the village run by a committee and the village run by a committee which is co-operated by the Tambon Administration think that management team puts moderate efforts in managing the village utilities and they have moderate satisfaction with the management due to the perception that the management quality is not up to their expectation and that the common expense rate collected is not too high. The interesting findings are as follows : 1) The common expense collection is best in the village run by village committee followed by the village run by village committee which is co-operated by the Tombon Administration. This is resulted from the participation by the residents in choosing a team to manage the village utility. 2) The effectiveness of the common expense collection of the village run by a village committee is due to a good connection of the security guard with the residents. For the village run by a village committee which is co-operated by the Tambon Administration the collection of the common expense is effective because it is included in the water bill. The recommendations are that the satisfaction in paying the common expenses depends on the participation made by the residents in setting the management committee. Therefore, in order to increase the effectiveness in the common expense collection, the change of the utility management structure which take into account the participation by the residents should be considered.
