Abstract:
To develop the model and the operational guideline in order to formulate policy for increasing the efficiency in managing College of Physical Education. The information were analyzed efficiency for the management of Physical Education by Data Envelopment Analysis Technique (DEA). The purposes of this study were : (1) to compare the efficiency index in managing the College of Physical Education, (2) to compare the efficiency in managing the College of Physical Education, (3) to develop the model in increasing the efficiency in managing the College of Physical Education, (4) to propose policy guideline for increasing efficiency. The subjects were the experts who concerned with the administration and policy formulation of 16 Colleges of Physical Education as well as the personnel and director general of College of Physical Education who had the relative efficiency 100% in each functions. The results showed that there were: 7 indexes regarding the production of personnel or graduate, 5 indexes regarding research, 5 indexes regarding social service and 4 indexes regarding the art and cultural maintenance. These indexes can be classified into 12 input variables and 7 output variables. By analyzing the efficiency, it was found that there were: 2 Colleges of Physical Education with 100% relative efficiency in producing the personnel, 3 Colleges of Physical Education with 100% relative efficiency in academic service to the society, and 5 Colleges of Physical Education with 100% relative efficiency in art and cultural maintenance. Considering the summation of 4 functions, it was found that there were: 3 Colleges of Physical Education with more than 70% relative efficiency in 3 functions, 5 Colleges of Physical Education with morn than 70% relative efficiency in 2 functions, 7 Colleges of Physical Education with more than 70% relative efficiency in 1 function. The information analyzed by DEA showed that in what and how many input variables which College of Physical Education with less than 100% relative efficiency showedadjust. This study showed that DEA technique can effective analyze and adjust the relative efficiency of the institution which had the similar function. Analyzing relative efficiency and relative efficiency adjustment by DEA technique including the analyzation of the interview information for the College of Physical Education's administration with relative efficiency 100% in each individual function were found to increase the efficiency of the model in managing College of Physical Education and to acquire the operational guideline in order to formulate the policy in increasing the mamagement of College of Physical Education, which interm, could be the guideline for the administration in improving the management and resources usage to better efficiency.
