Abstract:
To conduct a one year evaluation evaluate of Banphaew Hosptial after its transformation from a public hosptial into an autonomous hospital under the government supervision. Clients and prividers' perception on three dimensions of change in hospital service activity were examined : input process and outcome. During October 2001-February 2001, Some 1,040 clients were interviewed at the out-patient department, antenatal care, and well bady clinics, and 364 hospital personal were requsted to fill the self administered questionnaire, of which some of them 51.1% responded. The data were analyzed by frequency and percentage. The results of this study revealed that, overall, the hospital has been improving its arises, although there was some discrepancy in the opinion. Some 71% and 52% of clients at out patient department and antenatal clinic observed noticeable improvement, while 44% of client at well bady clinic observed sight improvement. The improvements included structural aspects - such as facitities and equipment, process aspects - such as treatment, suggestion and outcome. The hospital personnel's opinion was also in agreement with the clients. However, they further noticed about the dynamic of the hospital workforce that the driving foce for improvement was the internal factors, including factors at managerial land technical levels rather than institutional level of drivers. These findings indicated that perception of the hospital personnel on the changes was limited, communication of hospital policies was not clear and personnel management could not reach a satisfactory level. Clients also lacked of information. The hospital personal master plan and personnel development plan in needed. Public relation function also need improvement.
