Abstract:
The land pocket has been a problem for land development because it cannot be fully developed according to its potential. Land readjustment is a solution to this problem in terms of fairness and saving budget. This method is better than land expropriation. Land readjustment of Suan Luang Rama IX is a pilot project urged by the Department of City Planning, Bangkok Metropolitan Administration. The project began in 1999 to solve the problem about land pockets. To carry out this project, the landowners have to participate and be committed. However, some do not agree to the project; as a result, the project cannot progress as planned. The objectives of this thesis are to study the land readjustment process and to study problems causing the tardiness of Suan Luang Rama IX project. It is found that the land readjustment of Suan Luang Rama IX process can be divided into 4 phases: 1. project preparation, 2. operation planning and housing design, 3. construction and 4. ownership transfer and project administration. Atpresent, the project is in phase 2 which involves discussion with the landowners and acceptance of some landowners who do not want to participate in the project. The problems for the delay can be classified into 3 types: 1. cooperation, 2. operation and 3. lawsuits which are the major factor resulting in the delay of the project. As for cooperation, some landowners still do not want to participate in the project resulting mainly from the division of land. The Department tries to solve the problems by negotiating with the owners and offering various guidelines; however, some still do not want to participate in the project. To solve all four problems, 3 recommendations are proposed as follows. 1. The land owners should have a small meeting among themselves. 2. The officials should have a clear understanding about land readjustment and realize the needs of the land owners. 3. The government should support this project in earnest and pass the related laws as quickly as possible.
