Abstract:
การวิจัยเชิงคุณภาพนี้ มีวัตถุประสงค์ เพื่อศึกษาปัญหา อุปสรรคที่ส่งผลต่อการเสริมสร้างประสิทธิภาพในการดำเนินงานดูแลผู้สูงอายุ และเพื่อเสนอแนะแนวทางการเสริมสร้างประสิทธิภาพในการดำเนินงานดูแลผู้สูงอายุของเทศบาลเมืองพะเยา อำเภอเมืองพะเยา จังหวัดพะเยา มีผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารของเทศบาลเมืองพะเยา จำนวน 4 คน สมาชิกสภาเทศบาลเมืองพะเยา จำนวน 6 คน รวม 10 คน โดยการสัมภาษณ์เชิงลึก และการสัมภาษณ์กลุ่ม ได้แก่ ประธานผู้สูงอายุ จำนวน 14 คน พนักงานผู้ปฏิบัติหน้าที่ในกองสวัสดิการ จำนวน 5 คนวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา ผลการวิเคราะห์พบว่า 1) ด้านสุขภาพและการรักษาพยาบาล ยังขาดงบประมาณการดูแลผู้สูงอายุ และบุคลากรเฉพาะด้านที่ให้คำแนะนำ คำปรึกษา 2) ด้านรายได้ พบว่า งบประมาณมีจำนวนจำกัด และการสนับสนุนไม่ต่อเนื่อง 3) ด้านที่พักอาศัย พบว่า เจ้าหน้าที่ตรวจเยี่ยมใช้ระยะเวลาห่างกันมาก และขาดงบประมาณสนับสนุนสร้างบ้านให้กับผู้สูงอายุที่ไร้ที่อยู่อาศัย 4) ด้านนันทนาการ พบว่า ขาดงบประมาณจัดกิจกรรม และไม่ต่อเนื่อง 5) ด้านความมั่นคงทางสังคม ครอบครัว ผู้ดูแล และการคุ้มครอง พบว่า บุคลากรมีจำนวนไม่เพียงพอ 6) ด้านการสร้างบริการสังคม และเครือข่ายการเกื้อหนุน พบว่า กิจกรรมผู้สูงอายุไม่มีหน่วยงานอื่น ๆ เข้าร่วมและผู้สูงอายุเข้าร่วมมีจำนวนน้อย งานวิจัยนี้ มีแนวทางการเสริมสร้างประสิทธิภาพในการดำเนินงาน ดูแลผู้สูงอายุของเทศบาลเมืองพะเยา อำเภอเมืองพะเยา จังหวัดพะเยา ดังนี้ 1) จัดทำโครงการ ตั้งไว้ในเทศบัญญัติแต่ละปี 2) มีการประสานความร่วมมือหน่วยงานต่าง ๆ เพื่อร่วมวางแผน 3) มีการลงพื้นที่ ติดตาม และรายงานผลอย่างต่อเนื่อง 4) จัดตั้งศูนย์ดูแลผู้สูงอายุ และมีเจ้าหน้าที่ให้คำปรึกษา 5) จัดให้มีหน่วยบริการดูแลผู้สูงอายุเชิงรุกในแต่ละชุมชน

Abstract:
This qualitative study aimed to investigate problems and obstacles affecting the enhancement on the efficiency of the elderly care in Muang District Municipality,Phayao and to seek for the quidelines to enhance the efficiency of the elderly care. Data was collected from key informants consisted of 4 administrators and 6 members of the Municipal Council by an in-depth interview and followed by a focus group from 14 leaders of the elderly from 14 communities and 5 officials from Division of social Welfare. The data was done by vsing content analysis. The findings of problems and obstrucles were as follows: 1) health and health care; lack of budget to run the elderly care activities and expert to give the advice regarding the elderlys health. 2) revenue; the limitation and the discontinuity of budget to support the elderlys career. 3) residence; the long duration of the officials visit and the lack of budget to construct the elderlys residence for those who were homeless. 4) recreation; the deficiency and the discontinuity of budget to support a wide rariety of activities. 5) social security, family, caretaker and protection; the insufficiency of health personnel to take care of the elderly in each activity run by the municipality and 6) social service and supporting network; lack of cooperation from other agencies, public relations and a few number of the elderly taking part in the activity. The guidelines enhancing the efficiency of the elderly care were as follows: 1) There should be a project regarding the elderly health care containing in an annual municipal law or plan continuously and comprehensively 2) There should be a collaboration from the regional official agencies and the private sectors to contribute to the complete plan fo the elderly care 3) There should be a consistant follow up and report 4) There should be a center in each community and 5) A service unit for elderly care in each community.
