Abstract:
This research aims to study the problems and barriers that affect strengthen the efficiency the council office fo university of phayao. To specify the guidelines for strengthen the efficiency. The data for this research is from 21 peoples who are in different position such the administrators, officer and clients of the office. The tools used in this study is interviewing. The result showed that the problems and barriers that effect strengthen efficiency the council office university of phayao are planning, organization management, directing and controlling. Guidelines for strengthen efficiency the council office University of Phayao 1) All personnel should be encouraged to participated in the preparation and operational plans of the office. 1) Planning Found personnel have the expertise and knowledge about the plan as it could cause delays and agile performance is not required. 2) The organizing Found in assigning tasks to perform, it can sometimes be assigned a job does not quite match the job skills that do not meet the requirements. 3) Top cues internal communications should be improved quite a lot since asynchronous communication and coordination with other agencies is not clear. 4) The control of the organization should have a talk or coordination between agencies (Division / Corps) more. 2) Should define the responsibilities personnel within of the office and everyone has a manual. The performance of office which is updated every three year. 3) Support personnel to increase their knowledge by attending educational seminars and having study trip and promote them to continue to higher level for education and 4) Should evaluate the operation according to their assigned duties and find out the guideline how to perform in the future.
