Abstract:
การวิจัยเรื่อง สังคมนิยมกับการทําธุรกิจภายใต้ระบบอุปถัมภ์ ผู้วิจัยต้องการศึกษา 1) การ ดํารงอยู่ของระบบอุปถัมภ์ในการทําธุรกิจในประเทศสังคมนิยมเป็นอย่างไร และ 2) บทบาทของ นักลงทุนไทยภายใต้ระบบอุปถัมภ์เป็นอย่างไร โดยมีวัตถุประสงค์ 1) เพื่อศึกษาถึงการทําธุรกิจใน ประเทศสังคมนิยม สปป.ลาว 2) เพื่อศึกษาถึงบทบาทของนักลงทุนไทยในการทําธุรกิจภายใต้ระบบ อุปถัมภ์ และ 3) เพื่อศึกษาเงื่อนไขและปัจจัยของระบบอุปถัมภ์ในป พื้นที่ในการวิจัยส่วนใหญ่เป็นที่ สปป.ลาว ในช่วงเวลา ตั้งแต่ พฤษภาคม พ.ศ.2553- มิถุนายน พ.ศ.2556
ผลที่ได้จากการวิจัย สามารถสรุปได้ ดังนี้ 1)บทบาทของรัฐในการพัฒนาประเทศในระบบเสรีนิยมประเทศลาว มีแผนพัฒนาทางด้านเศรษฐกิจที่ชัดเจนในเรื่องของการผ่อนคลายระเบียบด้านการลงทุน และดึงดูดเงินทุนโดยตรงจากต่างประเทศ จากระบบของการกระจายอํานาจ การตัดสินใจใหม่จากนโยบายส่วนกลางของรัฐทำให้เจ้าแขวงมีอำนาจในการพิจารณาในเรื่องของการสนับสนุนการลงทุนในด้านต่างๆ เช่น การก่อสร้างโครงการพื้นฐาน การลงทุนทําธุรกิจ รัฐให้สัมปทานธุรกิจแก่นักธุรกิจสัญชาติลาว จากนั้นนักธุรกิจของลาวจะมาจ้างเหมาช่วงให้นักธุรกิจต่างชาติดําเนินการ โดยการทําธุรกิจของนักธุรกิจใน สปป.ลาว จํานวนมากมีลักษณะของการให้ สัมปทานแบบจ้างทําต่อ ซึ่งผู้รับสัมปทานธุรกิจสัญชาติลาว มักจะเป็นลูก หลาน หรือเครือญาติ ของ ผู้มีอํานาจบริหารระดับบน 2) ระบบอุปถัมภ์ในการทําธุรกิจใน สปป.ลาว จะเป็นระบบการอุปถัมภ์ ที่มีลักษณะเชิงโครงสร้าง กล่าวคือ เป็นการอุปถัมภ์ในแง่ของอํานาจการบริหารที่ต้องบริหารจัดการ ทรัพยากรจากส่วนกลางที่ต้องกระจายไปสู่คนทุกชั้นในสังคมจากส่วนกลาง และ เป็นการอุปถัมภ์ กันในหมู่พวกพ้องตามระดับของกลุ่มผู้นําที่ทําหน้าที่ในการปกครองไล่เรียงกันไปจนถึงประชาชนทั่วไป ซึ่งในส่วนนี้ได้รับอิทธิพลมาจากรูปแบบหรือมิติทางวัฒนธรรม ตลอดจนระดับของการ พัฒนาด้านการศึกษาของบุคคล 3) ปัจจัยการดํารงอยู่ของระบบอุปถัมภ์กับประเทศสังคมนิยม ประกอบด้วย ปัจจัยด้านระบบการปกครอง ที่มีลักษณะของการรวมศูนย์อํานาจ ทําให้การ บริหารงานทั้งหมดอยู่ในมือของรัฐซึ่งมีอํานาจในการจัดการ ปัจจัยด้านกฎหมาย และระเบียบที่ใช้ บังคับสังคม ที่มีความเข้มงวด ชัดเจน และสามารถบังคับใช้ได้อย่างมีประสิทธิภาพ ปัจจัยทางด้าน เศรษฐกิจ เงื่อนไขสําคัญของประเทศลาวจึงเป็นเรื่องของทุนทางตรงจากต่างประเทศ และปัจจัยที่ เกิดจากมิติของวัฒนธรรม ประเพณี ไม่นิยมความขัดแย้ง และจะไม่มีการทะเลาะกันอย่างรุนแรง วัฒนธรรมที่เคารพเชื่อฟังผู้อาวุโส และการให้เกียรติแก่กันทําให้เกิดวัฒนธรรมของการช่วยเหลือเกื้อกูลกัน
กล่าวได้ว่า เงื่อนไขหรือองค์ประกอบที่สําคัญของการดํารงอยู่ของระบบอุปถัมภ์ในสังคม นิยม โดยทั่วไปสังคมในรูปของกฎหมาย ระเบียบข้อบังระบบการปกครอง ที่ส่งผ่านการจัดระเบียบของ ทรัพยากรของประเทศ ปัจจัยของความสําเร็จ แต่มีการจัดการแบบรวมศูนย์ ในเรื่องของการจัดสรรทรัพยากรของประเทศ ปัจจัยของความสําเร็จ (key of succeed factor) ของระบบคือ การรวมศูนย์อํานาจของการบริหารจัดการไว้ในส่วนกลาง
