Abstract: การศึกษาครั้งนี้ผู้วิจัยได้ทำการศึกษาโดยวิธีการวิจัยเอกสารและการวิจัยเชิงคุณภาพ โดยใช้เทคนิคการสัมภาษณ์แบบเจาะลึกจากเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ตทั้ง 4 เพจ ได้แก่ เพจตามล่าไอ้โอม เพจตามจับชุติมา เรืองทิพย์ เพจตามล่าไอ้ปิ้ง และเพจตามหาคนร้าย จำนวน 3 ส่วน ได้แก่ ผู้จัดตั้งและผู้ดูแลเพจ สมาชิกเพจ และเจ้าหน้าที่ตำรวจที่เกี่ยวข้อง โดยมีวัตถุประสงค์เพื่อศึกษาลักษณะและรูปแบบของเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ตที่มีประสิทธิภาพในการป้องกันอาชญากรรม กระบวนการเชิงปฏิสัมพันธ์ภายใน ของเครือข่ายฯ และความเชื่อมโยงระหว่างเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ตกับกระบวนการยุติธรรม เพื่อนำไปสู่การควบคุมอาชญากรรมในสังคม จากการศึกษาพบว่า การศึกษารูปแบบและกระบวนการเชิงปฏิสัมพันธ์ของเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ต ได้ศึกษาเครือข่ายฯ ที่จัดตั้งขึ้นตั้งแต่ พ.ศ. 2550 เป็นต้นไป เพื่อหาข้อมูลและเบาะแสของผู้ต้องหาที่ก่ออาชญากรรม โดยใช้โปรแกรมเฟสบุ๊คเป็นเครื่องมือในการจัดตั้งเครือข่ายฯ พบว่า มี 3 กรณีศึกษาที่ผู้จัดตั้งเครือข่าย ฯ เป็นผู้เสียหายเอง และ 1 กรณีศึกษาที่ผู้จัดตั้งเครือข่าย ฯ เป็นญาติของผู้เสียหาย สำหรับระยะเวลาในการจับกุมผู้ต้องหาหลังจากตั้งเครือข่ายฯ ใช้ระยะเวลาเฉลี่ย 3 เดือน จึงสามารถจับกุมผู้ต้องหาได้ และหลังจากผู้ต้องหาถูกดำเนินคดีตามกฎหมายนั้น ทุกเครือข่ายยังคงมีอยู่และเป็นช่องทางในการเตือนภัยและแจ้งข่าวสารอาชญากรรมอย่างต่อเนื่อง รูปแบบและกระบวนการเชิงปฏิสัมพันธ์ภายในเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ตที่ได้จากการศึกษา พบว่า เกิดจากการเกิดเหตุอาชญากรรมในสังคม หลังจากนั้นผู้เสียหายได้ดำเนินการแจ้งความกับเจ้าหน้าที่ตำรวจ และตั้งเพจเครือข่ายการป้องกันอาชญากรรมบนเฟสบุ๊ค เพื่อเป็นอีกช่องทางในการตามหาข้อมูลและเบาะแสต่าง ๆ ของผู้ต้องหา ซึ่งหากเครือข่ายฯใดเครือข่ายฯหนึ่งสามารถผลักดันให้เครือข่ายฯของตนออกสู่สื่อกระแสหลัก อาทิ โทรทัศน์ หนังสือพิมพ์ เป็นต้น ทำให้การทำงานของเจ้าหน้าที่ตำรวจมีการดำเนินคดีอย่างรวดเร็ว และให้ความช่วยเหลือแก่ผู้เสียหายเป็นอย่างดี ผู้เสียหายนำข้อมูลที่ได้จากเครือข่ายฯ ส่งต่อให้เจ้าหน้าที่ตำรวจ เพื่อดำเนินการจับกุมและดำเนินคดีตามกฎหมาย โดยแต่ละเครือข่าย ฯ มีองค์ประกอบของเครือข่ายฯที่สำคัญมาก คือ สมาชิกเครือข่ายที่มีส่วนร่วมในการช่วยเหลือโดยการถูกใจ (Like) แสดงความคิดเห็น (Comment) และแบ่งปันโพสต์ (Share Post) จะเห็นได้ว่า รูปแบบและกระบวนการเชิงปฏิสัมพันธ์ภายในเครือข่ายการป้องกันอาชญากรรมบนอินเตอร์เน็ตดังกล่าว เป็นการป้องกันอาชญากรรมแนวใหม่ที่สอดคล้องกับสังคมยุคโลกาภิวัตน์และเทคโนโลยีการสื่อสารที่รวดเร็วและสามารถพัฒนาเป็นรูปแบบการป้องกันอาชญากรรมสมัยใหม่ที่ทันต่อเหตุการณ์ได้ต่อไป

Abstract: This research uses the method, both documentary research and qualitative research. By providing the in-depth interview with stakeholders in 4 Facebook’s pages that are “The internet network on crime prevention” (เพจตามล่าไอ้โอม, เพจตามจับชุติมา เรืองทิพย์, เพจตามล่าไอ้ปิ้ง, เพจตามหาคนร้าย), includes founders and administrators, members, and policemen. The research objectives are studying for the characteristics of the effective “the internet network on crime prevention”, internal-interaction in their networks, and the respondence with judicial system. The scope of research since 2007 to the present, the result of research found that the founders or administrators of 3 cases were the victims of the crimes they were following up, and the other one was a relative to the victim of the crime. Since founding of the network, average between 3 months before arresting the criminals, and then, after ending of the case, the networks still active to share the information to prevent any crime that can happen to society in the future. For the studying of the characteristic and pattern of the network, found that, after the victim or their relatives informed the police officers about the crime, at the same time, they formed up the Facebook network to gather the information for following the criminals. Any networks that can attend to the public media, for the result of broadcasting, it will help to impel the police officer to follow up the crimes investigation quickly, and take a good care to the victims. And the other benefit of the network is, after gathering the information from the network, the victim will inform the police officer to make the investigation quicker. The characteristic of the network, that help to gather information for crime prevention, are that each member can Like the post, Comment on the post, and Share Post. All of those interaction, make the network provide the fast and wide information to the society. From the result of the research, found that the interaction in “The Internet Networks on Crime Prevention” is the interesting way for development of crime prevention, that suit for the next future, the modern period of information technology.
