Abstract:
This research aimed to: 1) study the effectiveness of the primary schools under the Office of Basic Education Commission, and 2) study the teacher level factors and school level factors affecting effectiveness of the primary schools under the Office of Basic Education Commission. Sampling group, using Taro Yamanes formula and selected by method of multistage random sampling, consisted of 125 school administrators and 3,750 teachers. The instruments were two sets of questionnaires for administrators and for teachers. The content validity was examined by experts in education, checked the consistency between the questions and definition, and determined the reliability by the method for coefficient alpha of Cronbach and the coefficient alpha at .98 and .95 was used in the research. The statistics used for analysis was Hierarchical Linear Model Version 7.01 code, and 7.0121202.1001.
The results were as follows:
1. The effectiveness of the primary schools in overall was at a high level. Considering each aspect, it was found that they were at a high level. In order of high level to low level, the results were as follows: student higher achievement, internal problem solving, development of student positive attitude, and school modification and development.
2. Factors in the teacher level and school level that affected the effectiveness of the primary schools were as follows:
2.1 The teacher level factors which was social support of teachers affected the effectiveness of the schools at statistical significance at the .05 level, and which were teacher motivation in work, teaching behaviors and teaching atmosphere affected the effectiveness of the schools at statistical significance at the .001 level.
2.2 The school level factors that affected positive effectiveness of schools was school culture, and that affected regression coefficient of the variable toward effectiveness of schools was vision of the administrators.
