Abstract:
This research aimed to investigate the levels of personnel management problems and to compare the problems concerning personnel management of the primary school administrators under the Office of Phatthalung Primary Educational Service Area Office 2 according to the variables of school administrative experience and school size. The population included 93 primary school administrators under the Office of Phatthalung Primary Educational Service Area Office 2. The instrument was a 30-item rating-scale questionnaire with open-ended questions. The statistics used in the data analysis were percentage, mean, and Standard Deviation. The t-test was used to test the hypotheses.
The research results revealed that the overall levels of personnel management problems of the primary school administrators and each component were at a moderate level. There was a statistically significant different at .01 level between the primary school administrators who differed in administrative experience concerning the overall personnel management problems. As for each component, there were significant different at .05 level in the components of need for personnel, personnel development and maintenance, and work performance evaluation. There were significant different at .01 level in those components: controlling, monitoring, follow-up, and supervising. There were not significant different in the component of personnel recruitment and placement. There were no significant different
between the administrators who worked in different size schools in the overall personnel management problems and in each component. The suggestions to improve personnel management of the primary school administrators were as follows: personnel recruitment and placement should be done according to needs of the schools. The administrators should be given power to recruit personnel. There should be training and seminars to increase the administrators efficiency in personnel management and to decrease problems in personnel management to achieve quality educational provision.
