Abstract: The objective of this research are (1) to analyze the relationship of political transformation, socioeconomic, national planning, and current tourism situation in Myanmar, and (2) to examine the need for human resource development to improve tourism in a sustainable and responsible manner. This research uses qualitative research method by obtaining documentary data throughout the country and international sources as a holistic process of inquiry that seeks to understand the current situation of Myanmar tourism. Since olden days, most of historians, colonials, missions, traders, scholars and writers says Myanmar (Burma) is small but beautiful country and the people are very friendly. No doubt about Myanmar is endowed with abundant tourism resources. However, because of isolation and political and economic pressure, the country had been left behind even in the region for several decades and it was an unknown destination in the tourism map of the world. During the reign of new Administration since 2011, Heads of Governments and States around the world has been understood and realized the significant reforms of the country which has enhanced awareness of the country to be visited and seeking for doing business opportunities. As a consequence, tourism has a strong growth in arrivals and national earning. Since its initial stage, I have been aware of the necessity of human resource and of improving the quality of service in the industry. This task is very important and serious for the Ministry and the Myanmar Tourism Federation. I tried to get technical and financial supports from International Institutions and development partners. In this context, Tourism Master Plan for 2013-2015 was adopted in 2012 which has concentrated on human resource development in one of its strategic areas. Since then, we, public and private sectors have been conducting tourism related education programs across the country for not only to improve the competency standard of the service but to understand the good and bad impacts of tourism in the community. Today, the serious need for the Human Resource Development is to draw a human resource development strategy in the industry to improve the quality of our people who are involved in tourism. It has to cover three areas mainly capacity building of govern ent staff, human resource development of people who are working in the industry and long term tourism education development for the students at the Universities. This is what, the paper is highlighted to seriously concentrate on the qualification of our people in tourism.
