Abstract:
The purposes of this research to: 1) to study the causal factors of the primary teachers competencies under Office of the Basic Education Commission,Andaman Coast Southern Provinces.2) develop a model elementary teacher performance of the primary teachers competencies under Office of the Basic Education Commission Andaman coast Southern provinces and 3) to implement a model for the primary teachers competencies under Office of the Basic Education Commission Andaman coast Southern provinces. The research process divided into three 480 phases.Phase 1: Samples used in this study are the teachers who taught in the first subjects semester of academic year 2013 under Office of the Basic Education Commission Andaman coast Southern provinces. The 480 people was drawn from a random multistage (Multi-Stage Random Sampling) tool used. The research consisted of interview of 7 professionals and a questionnaire on the scale of 5 levels using Booklet Matrix Sampling Technique. The statistics for analyze data was the exploratory factor analysis using LISREL version 9.1 Activation code: 47C7-3520-A09F-DA38.Phase 2: Develop a model for elementary teacher performance, under Office of the Basic Education Commission Andaman coast Southern provinces by using the results of the analysis of primary teacher performance which derived from phase 1 including analysis and synthesis of research related to teacher performance. Including discussion groups consist of 7 experts to draft a form of elementary teacher competencies under Office of the Basic Education Commission, Andaman coast Southern provinces and expert evaluation to determine the suitability of the model developed.Phase 3: Applying the model from phase 2 use experimenting with teachers who were randomized of 42 people was divided into two groups: an experimental group and a control group of 21 and 21 people respectively. Data collection were used including 1) a cognitive test. The reliability was 0.98. 2) a capacity building teacher skills test. The reliability was 0.97 and 3), the attitude, the reliability was 0.95 and 4) a measure of satisfaction. The reliability was 0.93 were used for statistical analysis, mean (x), Standard Deviation (SD) and the test for the Independent t-test.The results showed that:1. The component of teacher performance under Office of the Basic Education Commission Andaman coast Southern provincesconsist of efficient self-development, teacher performance and secondary to personal performance which include mental aspects and performing by such components have construct validity of the survey elements with the index line follows c2 = 50.77, df = 34, p-value = 0.03219, RMSEA = 0.032, GFI = 0.94, AGFI = 0.97, CFI = 1.00, RMR = 0.20 and CN = 725.432.The model of elementary teacher competency development, under Office of the Basic Education Commission Andaman coast Southern provinces called SMART-T consists of the following steps: 1) define education and to explore 2) scheduling meeting and management 3) analysis include 3.1 planning 3.2 implementation of activities 3.3) to measure and evaluate. 4) revise and research 5) technical and integration, and 6) team building.3.The result of the performance model for developing of primary teachers under Office of the Basic Education Commission Andaman coast Southern provinces found that knowledge about teachers performance, skills and capacity building of teacher to be trained with a SMART-T technique is higher than teacher training in the ways that are normally held at the statistically significant of level 0.05 (t = 17.45) and found that the teachers who have been developed with SMART-T technical competencies have a good attitude and satisfaction with at a high level in all aspects.
