Abstract:
The objectives of this dissertation are (1) to study patterns and types of gambling on the Internet, (2) to study the impact of gambling on the Internet, (3) to compare the laws related to gambling on the Internet in Thailand, Britain, the United States, Australia and France and (4) to identify appropriate regulatory measures to address gambling on the Internet in Thailand.
This dissertation is the qualitative research conducted based on documentary research. The study collected and analyzed data from legal documents, reports, articles, and secondary research gathered from Thailand and abroad.
Gambling on the Internet has numerous, problematic effects on a countrys economy, education, religion, and culture. However, the study found that Thailands Gambling Act B.E. 2478 does not curb Internet gambling because of problems with the definition of gambling, low penalties. The researcher suggested the need for amendments to the Gambling Act, including a precise definition of Internet gambling, and regulations to control bookmakers and to oversee property exchanged in gambling. Thailands Computer Crime Act B.E. 2550 does not curb Internet gambling .The researcher suggested the need for amendment to the Computer Crime Act B.E. 2550 section 18, including competent official and police shall have the power of authority in this Act to investigate and identify an offence under this Act and involving an offence Computer-Related Crime, amendment section 20 should be used to suspend the dissemination of computer data in all cases involving offences under the law.
