Abstract: การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความต้องการในการได้รับสวัสดิการสังคมของผู้สูงอายุในเขตองค์การบริหารส่วนตำบลเชิงทะเล อำเภอถลาง จังหวัดภูเก็ต 2) เพื่อศึกษาเปรียบเทียบความต้องการของผู้สูงอายุกับการได้รับสวัสดิการสังคมกับปัจจัยพื้นฐานส่วนบุคคล 3) เพื่อศึกษาข้อเสนอแนะความต้องการสวัสดิการสังคมของผู้สูงอายุ กลุ่มตัวอย่าง คือ ผู้สูงอายุที่มีอายุตั้งแต่ 60 ปีขึ้นไป และมีชื่อตามทะเบียนบ้านอยู่ในเขตองค์การบริหารส่วนตำบลเชิงทะเลอำเภอถลาง จังหวัดภูเก็ต จำนวน 295 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม และใช้เกณฑ์กำหนดน้ำหนักแบบมาตรประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สถิติทดสอบที (t - test) สถิติทดสอบเอฟ (F - Test) การวิเคราะห์ ความแปรปรวนทางเดียว และการทดสอบค่าเฉลี่ยเชิงพหุ (Multiple Comparison) ด้วยวิธีการ LSD ผลการวิจัย พบว่า 1. ผู้สูงอายุมีความต้องการได้รับสวัสดิการสังคมในภาพรวมอยู่ในระดับมาก โดย มีความต้องการสวัสดิการสังคมในด้านสุขภาพและการรักษาพยาบาล ด้านความมั่นคงทางสังคม ครอบครัวผู้ดูแลและการคุ้มครอง ด้านการสร้างบริการและเครือข่ายเกื้อหนุน อยู่ในระดับมากที่สุด และมีความต้องการด้านรายได้ ด้านที่พักอาศัย และด้านนันทนาการอยู่ในระดับมาก 2. ผลการเปรียบเทียบความต้องการได้รับสวัสดิการสังคมกับปัจจัยพื้นฐานส่วนบุคคล พบว่า ผู้สูงอายุที่มีเพศ อายุ รายได้ต่อเดือน แตกต่างกัน มีความต้องการสวัสดิการสังคมในภาพรวมแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนผู้สูงอายุที่นับถือศาสนา และมีระดับการศึกษาแตกต่างกัน มีความต้องการสวัสดิการสังคมในภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยผู้สูงอายุที่นับถือศาสนาพุทธมีความต้องการได้รับสวัสดิการสังคมมากกว่าผู้ที่นับถือศาสนาอิสลาม และผู้สูงอายุที่มีระดับการศึกษาต่ำกว่ามีความต้องการสวัสดิการสังคมมากกว่าผู้ที่มีระดับการศึกษาสูงกว่า 3. ข้อเสนอแนะอื่น ๆ คือ ให้มีบริการทางการแพทย์โดยการให้คำแนะนำ ปรึกษาด้านการแพทย์และสาธารณสุข ให้มีการสนับสนุนวัสดุ – ครุภัณฑ์ทางการแพทย์สำหรับผู้สูงอายุ ที่ช่วยเหลือตัวเองไม่ได้ และให้มีนโยบายเพิ่มเบี้ยยังชีพผู้สูงอายุเป็น 1,000 บาท

Abstract: The purposes of this research were : 1) to study the level of needs for the social welfare services for the elderly of the Cherngthalay SAO, Thalang District, Phuket Province, 2) to compare the level of needs of the elderly of different background, 3) to propose guidelines to improve the provision of welfare for the elderly. The sample group consisted of 295 elders who were residing at Cherngthalay SAO, Thalang District, Phuket Province. Questionnaires were used as tools to collect the data. The statistics employed in analyzing the collected data were frequency, percentage, arithmetic means, S.D., and t-test, F-test, and LSD. The results of the study revealed : 1. The level of the needs for social welfare for the elderly was found to be high. The most needed aspects were found to be health care, social security and protection, services and support network. The elderly also needed more income, accommodation, and recreation. 2. In comparing the needs of the elderly of different background, it was found that the elderly of different gender, age, income per month had the same level of needs for social welfare. However, the elderly of different religion and level of education had a significant difference in the needs for social welfare at the level of 0.05. The number of Buddhist elderly who needed social welfare was more than the Muslim elderly; the elderly with lower levels of education needed more support than the elderly with higher levels of education. 3. The respondents proposed suggestions to improve the efficiency of the provision of social welfare for the elderly by the Cherngthalay SAO as follows : the Cherngthalay SAO should provide health care services by giving advice about health and health supplies and medication to the elderly. The monthly benefit payment should be increased to 1,000 baht.
