Abstract:
The purposes of this study were: 1) to examine the components of administrative process that would
affect the educational quality development in basic education schools, 2) to create an administrative process
model that would affect the educational quality development in basic education schools, and 3) to verify the
administrative process model that would affect the educational quality development in basic education schools.
The samples used in this study were divided into 3 groups: The first group comprised administrators who were
involved with policy making and control of administration, expert school administrators and expert teachers
obtained by stratified random sampling. The second group comprised school directors, deputies of school
directors or acting persons, academic teachers, and head-teachers of learning strands in basic education schools
under the Offices of Primary Education Service Areas. The samples of 368 people were obtained by multi-stage
random sampling. The sample of the third group was the same as that of the first group. The tools used in this
study were: 1) a structured interview guide, 2) a Likerts-like 5-rating scale questionnaire with the reliability value
of 0.868, and 3) a questionnaire of opinion. Statistics used to analyze data were percentage, standard deviation
and path analysis through Lisrel. The results revealed as follows: 1) The administrative process that affects the
educational quality development consists of 10 factors, namely, planning, organizing, staffing, directing,
stimulating, coordinating, controlling, budgeting, reporting and evaluating. 2) The administrative process model
that affects the educational quality development was found that most of the observed variables had high-level
mean scores with the standard deviations being so close. The results of analyzing the administrative process
model which affects the educational quality development showed that the observed variables on the model are
the real factors according to the conceptual framework of study. The results of analysis were found that the
causal relationships determined by influential lines were statistically significant. 3) The results of verifying the
administrative process model that affects the educational quality development were found by the experts that
the created model was accurate, appropriate, feasible and useful.
