Abstract:
The purpose of this study aimed at Thailand's economic crisis during 1997- 1998 particularly concerning an expenditure increase measurement of the government under Miyazawa Plan since March 30 1999 as well as the consequences of economic urging, relieving a social impact laying the base of further development and the effect occurred after the Miyazawa Plan. The instruments used in this study included a research and compilation of research documents from theses articles newspapers data from internet network system and various documents of many government agencies such as Office of the National Economic and Social Development Commission Ministry of Finance Office of the National Statistics etc.The findings showed that a result of the economic urging which focussed on investment and job increasing relieving relieving a social problems affecting the poor and laying a base of the nation's further development became unsuccessful As analyzing a short and quick procedure of reimbursement it showed that the procedurewas lax and undisciplined the government agencies were not educated of this: and had no Continuous plans responding this Besides budget expending did not comply with an objective of the project and was also against an expending criteria Moreover the relevant measurements which wire not clear and impracticable as well as insufficient public relations and the officials in charge who were not well trained brought about the errors: the budget leading also influenced the money to be unable to flow into the economic system or exactly reach the target groups. In addition the Miyazawa Plan was a social measurement that was rather based on academic standards which seemed to be a good principle but impractical in a long term. It was only to make an illusion of economic recovery more than a practical long-termed solution to the problem. Considering the uplift of the life quality all children were not brought up with good care and well educated: the elders as well had not obtained either sufficient attention or convenience for the rest of their lives. All ages of population were not prepared for a good quality of life. Therefore this plan, not responding the government's intention in economic urging, might cause a weak establishment of national development.Regarding achievement of the six plans it was found that the job increasing project could afford the graduates and labors for only six-month employment and after that they became unemployed . Besides a recruiting process was neither concise nor transparent. The work of the public sector and related agencies overlapped. There was no internal! external coordination between the organizations. Many projects proposed did not concern the economic urging policy or the strictly established principle did not enable local agencies to follow as it did not either respond people's exact need or respect a decision of people in a community. Moreover a project employing local labors whose occupations were agriculture as daily employees during the project period was considered as an instant economic urging policy that was worthless, uncertain and obviously useless. Some projects did not concern such problems whichwere a consequence of economic and social crisis or the urgent policy. Additionally the education did not aim at bringing up children as qualified members of the society The country's policy on import/export was in a short period still unreliable to stimulate it without analyzing a real circumstance did not help increasing individual's capability and also hardly afford a worthwhile and clear reward.The Miyazawa Plan was therefore a measurement that the government established as a policy to urge the country's internal economic system that brought about unsuccessful and impracticable outcome. It was also worthless investment which has caused the country and its people to be responsible for the 53 billion Baht debt that Thailand lent the foreig country.
