Abstract:
The objectives of thesis are to analyze the problem and law enforcement of the National Counter Corruption Commission (NCCC) on structure, authority and function including procedural process, and the roles of the NCCC according to the Constitution of the Kingdom of Thailand, B 2540, and the organic law on counter corruption, B.E 2542. This study attempts to seek methods for improving the NCCC organization for performing duty effIciently. Documentary research method is mainly applied of study. The result of the study are as follows:1. Problems of organization structure include qualification of the NCCC, members of the NCCC, pattern of the NCCC organization.Also, this study found that the limitations of the NCCC are to delegate power, and the lack of authority in proceduring the misconducting of high rank officials of the monetary institutions.2. Recommendations for solving the problems are:The NCCC should revise its selective committee and the qualifications of the positions of the NCCC members. The study finds that the NCCC should be organized in form of commission with 15 members. It should revise the laws so that the NCCC members delegate the scholars to set up subcommittee to function as the substitution of the NCCC, and set up regulations for a serious case complaint and blaming.
