Abstract: การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาปัญหาและอุปสรรคในการบริหารงานการเงินของบุคลากรสายการเงินและบัญชี มหาวิทยาลัยรามคำแหง กลุ่มตัวอย่างเป็นเจ้าหน้าที่การเงินและบัญชีจำนวน 100 คน เป็นหญิง 76 คน และชาย 24 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามวัดปัญหาและอุปสรรคในการปฏิบัติงาน ผู้วิจัยได้นำข้อมูลมาวิเคราะห์ โดยใช้คอมพิวเตอร์หาค่าสถิติที่ต้องการ คือ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐานและวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่า1. สภาพปัญหาและอุปสรรคในการบริหารงานการเงินของบุคลากรสายงานการเงินและบัญชีโดยรวมอยู่ในระดับปานกลาง และปัญหาในด้านการเวียนหนังสือระเบียบเกี่ยวกับการเบิกจ่ายให้ทราบทั่วทุกหน่วยงาน อยู่ในระดับมาก 2. ผลการวิเคราะห์ปัญหาการเบิกจ่ายทางการเงินของสำนักงานอธิการบดี (กองคลัง) มีความแตกต่างกับหน่วยงานอื่น พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.05 3. ผลการวิเคราะห์ปัญหาการเบิกจ่าย ทางการเงินของเจ้าหน้าที่การเงินและบัญชีมีความแตกต่างกันตามประเภทของหน่วยงาน พบว่า ไม่มีความแตกต่างอย่างมีนัยสำคัญทางสถิติ ที่ระดับ0.05

Abstract: The objectives of the study were to determine the problems and obstacles of financial and accounting personals in financial administration in Ramkhamhaeng University. The subjects were 100 personnels in the sections of finance and accounting, Ramkhamhaeng University; 76 females and 24 males. The questionnaaires on the problems and obstacles were administered to the subjects. The computer data were statistically analyzed, using percentage, arithmetic means, standard deviation and analysis of variance.The Results of the research were as follows:1. The problems and obstacle in financial administration by financial and accounting officials were moderate and the problem of circulating the financial documents to all sectors were high.2. The significant difference of the Financial Office, Ramkhamhaeng University and other offices was at 0.053. The analysis of payment problems of financial and accounting officials areDifference according to work type. There was no significant difference at 0.05
