Abstract: The purpose of the research was to study the appropriate school charter model for Demonstration School of Ramkhamhaeng University (D.S.R.U.) by using Delphi technique. The three sampling groups of experts. Were : the first group comprised QMRC committee from ISO 9002 Quality System : the rector of Ramkhamhaeng University, the associate rector who in charge of a development division, the dean of Faculty of Education, the associate dean of D.S.R.U., the teachers in QMRC committee. The second group was the parents of the students in primary and secondary level of D.S.R.U., and the third group of the experts was the alumni of D.S.R.U. There were thirty - two experts for the first round, seventeen experts for the second round and sixteen experts for the third round.A self - designed questionnaire which its first part was a Likert - type rating scale and the second part was and open - ended questions were distributed at the first round. The statistics used for this research were median and interquartile range. The criteria used to finalize and accept as the appropriate school charter statements would be equal to more than 4 for the median value and less than 1.5 for interquatile range.According to the first round, there were 48 statements that can be accepted and 9 statements still couldn't be finalized. As for the open - ended, questions were developed to make 108 rating scale questionnaires to obtain the experts' opinion.For the second round, there were new 108 statements plus the 9 statements that couldn't be finalized from the first round. The result of the data analysis by using the same criteria and statistic as the first round found that there were additional 94 accepted statements, nonetheless, there were 9 statements that couldn't be finalized which were brought back to question again in the following round. For the final round, it was found that there were 7 statements that could be finalized and accepted. After adjusting the wording and categorizing, it can be concluded that the appropriate school charter model for D.S.R.U. should include 8 important aspects as follow :1) the aspect concerns total image of D.S.R.U. : there are 18 statements.2) the aspect concerns the goal of D.S.R.U. : there are 22 statements.3) the aspect concerns the development planing in educational quality of the institute : the are 29 statements.4) the aspect concerns instructional design : there are 16 statements.5) the aspect concerns roles and duties of people who in charge of educational management : there are 8 statements.6) the aspect concerns learners' roles : there are 16 statements.7) the aspect concerns the budget : there are 9 statements.8) the aspect concerns the following up, inspecting and informing : there are 25 statements.The main idea of the school charter in conclusion is the DSRU is the vocational training institution that maintains and develops excellency not only in academic aspects but also in producing capable students who have potential of being good citizens, brilliant and happy.
