Abstract:
การศึกษาค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาถึงแนวทางหรือโอกาสในการพัฒนาการจัดการกองทุน ที่สอดคล้องต่อหลักของความคุ้มค่าและความชัดเจนในหลักเกณฑ์การดำเนินงานตามนโยบายรัฐ ตามศักยภาพขององค์กรที่มีอยู่ในอันที่จะนำไปสู่ความเข้มแข็งหรือความยั่งยืนของกองทุนในระยะยาว 2) เพื่อศึกษาถึงปัญหาอุปสรรคในการจัดการกองทุนสวัสดิการชุมชนตำบลจำป่าหวายที่มีผลกระทบต่อความเข้มแข็ง หรือความยั่งยืนของกองทุน โดยได้ศึกษาข้อมูลเกี่ยวกับการดำเนินงานกองทุน จากผู้เกี่ยวข้องแต่ละฝ่าย โครงสร้างการดำเนินงาน วัตถุประสงค์การจัดตั้ง และระเบียบหลักเกณฑ์การดำเนินงานได้กำหนดกลุ่มผู้ให้ข้อมูล ออกเป็น 3 กลุ่ม ได้แก่ 1) กลุ่มคณะกรรมการกองทุน 2) กลุ่มสมาชิกกองทุน 3) กลุ่มผู้เกี่ยวข้องกับการดำเนินงานกองทุน รวมจำนวน 26 คน โดยใช้แบบสัมภาษณ์เชิงลึกและแบบสัมภาษณ์สนทนากลุ่ม ในการจัดเก็บข้อมูล ผลการศึกษาพบว่า กองทุนสวัสดิการชุมชนตำบลจำป่าหวาย มีข้อมูลความคิดเห็นที่สนับสนุน ประเด็นเกี่ยวกับแนวทางหรือโอกาสในการพัฒนาการจัดการกองทุน รวมถึงปัญหาอุปสรรคและแนวทางการแก้ไขที่มีผลกระทบต่อภาพรวมของการดำเนินงาน ดังนี้ 1) ความรู้ความเข้าใจในวัตถุประสงค์ของการจัดตั้งกองทุน ในภาพรวมอยู่ในระดับปานกลาง 2) ความรู้ความเข้าใจในสิทธิประโยชน์ของการเข้าร่วมเป็นสมาชิกกองทุน ในภาพรวมอยู่ในระดับปานกลาง แนวทางการแก้ไขปัญหาอุปสรรคข้างต้น กองทุนควรมีการดำเนินการ 3 ประเด็นที่สำคัญ 3) การมีส่วนร่วมในกิจกรรมกองทุน ในภาพรวมอยู่ในระดับปานกลาง ส่วนแนวทางการแก้ไขปัญหาอุปสรรค กองทุนควรมีการดำเนินการ 3 ประเด็นที่สำคัญ 4) ข้อมูลผลการดำเนินงานของกองทุน และความคิดเห็นในแหล่งงบประมาณเงินทุนแหล่งใหม่ สถานะทางการเงินการคลังของกองทุนยังสามารถบริหารจัดสวัสดิการได้ดี และกองทุนมีแนวโน้มที่จะมีสัดส่วนรายจ่ายต่อรายรับในการจัดสวัสดิการแก่คนสูงวัยเพิ่มขึ้นในระยะยาว ส่วนความคิดเห็นในแหล่งงบประมาณเงินทุนแหล่งใหม่กองทุนควรดำเนินการ 4 ประเด็นที่สำคัญ 5) แนวทางหรือโอกาสในการพัฒนาการจัดการกองทุนสู่ความเข้มแข็งหรือความยั่งยืน มีผลสรุปให้กองทุนดำเนินการ 4 แนวทางที่สำคัญ และการใช้ประโยชน์จากทุนทางสังคมที่มีอยู่ 3 ประเภทใหญ่ ๆ รวมถึงควรพิจารณาปรับใช้ข้อมูลเกี่ยวกับเป้าหมายในการพัฒนาในเรื่องอื่น ๆ ที่เป็นประโยชน์ต่อกองทุน"
