Abstract: การค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ เพื่อศึกษาปัญหาและอุปสรรคที่ส่งผลต่อการปฏิบัติงาน ตลอดจนถึงการกำหนดแนวทางปฏิบัติงานการบันทึกบัญชีด้วยระบบบัญชีคอมพิวเตอร์ (e-LAAS) ขององค์กรปกครองส่วนท้องถิ่นในอำเภอแม่ใจ จังหวัดพะเยา กลุ่มผู้ให้ข้อมูลสำคัญ คือ ผู้ควบคุมกำกับผู้ปฏิบัติงาน และผู้ปฏิบัติงานในระบบบัญชี เครื่องมือที่ใช้ในการศึกษาวิจัย ได้แก่ การสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้าง และสัมภาษณ์สนทนา และทำการวิเคราะห์เชิงพรรณนาด้วยวิธีบรรยายอภิปราย จากการศึกษาพบว่า 1) ปัญหาและอุปสรรคที่ส่งผลต่อการปฏิบัติงานการบันทึกบัญชีด้วยระบบบัญชีคอมพิวเตอร์ (e-LAAS) ประกอบด้วยปัญหาด้านโปรแกรมบัญชี e-LAAS จากส่วนกลาง คือ ไม่สามารถแก้ไขข้อผิดพลาดและล้างข้อมูลของปีงบประมาณที่ผ่านมาได้ สิ้นปีงบประมาณไม่เปิดโอกาสให้ปรับปรุงบัญชี ปัญหาด้านนโยบายการบริหารงานบัญชีขององค์กรปกครองส่วน คือ บุคลกรมีไม่เพียงพอ ไม่มีความรู้ความเข้าใจขาดความเชี่ยวชาญ ไม่มีประสบการณ์ ขาดขวัญและกำลังใจในการปฏิบัติงาน มีเครื่องคอมพิวเตอร์ไม่เพียงพอต่อการปฏิบัติงาน ระบบอินเทอร์เน็ตช้าสัญญาณไม่เสถียร 2) แนวทางปฏิบัติงานการบันทึกบัญชีด้วยระบบบัญชีคอมพิวเตอร์ (e-LAAS) ประกอบด้วย ด้านโปรแกรมบัญชี e-LAAS จากส่วนกลาง คือ ควรมีระเบียบรองรับในการปฏิบัติงานการบันทึกบัญชี e-LAAS จัดฝึกอบรมอย่างต่อเนื่อง และจัดทำคู่มือเข้าใจง่ายต่อการปฏิบัติ ปรับปรุงโปรแกรมให้สามารถใช้งานได้ตามสภาพความเป็นจริง ปรับปรุงบัญชีได้เมื่อบันทึกบัญชีผิดพลาด และระบบการตอบคำถามที่รวดเร็ว ด้านนโยบายการบริหารงานบัญชีขององค์กรปกครองส่วนท้องถิ่น คือ ควรส่งเสริมบุคลากรเข้ารับการฝึกอบรม มีการสอนงาน ศึกษาคู่มือ ติดตามข้อมูลข่าวสาร และผู้บริหารให้การสนับสนุนบุคลากรที่ปฏิบัติงาน เครื่องคอมพิวเตอร์ต้องมีมาตรฐาน ทันสมัย มีความเร็วสูงในการประมวลผล ระบบอินเทอร์เน็ตต้องมีสัญญาเชื่อมต่อที่มีความเร็วสูง"

Abstract: The purposes of this study were to educate problems that were working effect and to program using electronic local administrative accounting system (e-LAAS) in Maechai district Phayao province. The population consisted of personnel controllers and operators in charge of the computerized account registration system. The tools in this study were indepth interview and group interview and explore the related literature by descriptive analysis.The finding of this study: 1) problems that was working effect and to program using electronic local administrative accounting system (e-LAAS) consist of accounting system (e-LAAS) program from the center that local administration organizations cannot solve the missing and clear some data in the past. In fiscal year, cannot adjust entries. Policy and plan problems consist of shortage of experienced personals, dispirited, shortage computer and internet problem. 2) Guidelines for using electronic local administrative accounting system (e-LAAS) in part of e- LAAS program, should have the regulation in using electronic local administrative accounting system (e-LAAS), training continuously and have the program manual. Improve the program that can update the real – time data, can solve when missing and quick reply question system. In part of policy and plan, local administration should train the officials in using the program, training and hand over before transfer to the other position, learn the program manual before using, update real – time data, the director support the officers in working, provide suitable and high specification computer and high speed internet."
