Abstract:
The purposes of this independent study were to study the factors affecting to the implementation of the local public policy concerning protecting and maintaining natural resources and environment in Maekorn Sub-district Administrative Organization, MuangChiangrai district, Chiangrai province and suggest the ways for implementing the local public policy concerning protecting and maintaining natural resources and environment. The instruments used in this study were the questionnaires and the interview. The subjects of this study included 451 persons who were: 45 persons were the important persons in setting public policy and 376 persons were the people in the district who got the effect from the implementation of the local public policy.For the analysis of qualitative data, the researcher did the documentary analysis which was composed of academic papers, studied works, open-ended and closed-ended questionnaires, and personal interview forms. In analyzing quantitative data, the researcher used the computer program for calculation. The statistics used for analyzing were: descriptive statistics, percentage, mean, standard deviation, and frequency. T-test was used in testing statistical significance to measure the correlation levels among variables. Confidence level was at a 0.05 level of statistical significance to know the factors that affect implementing the local public policy concerning protecting and maintaining natural resources and environment of Maekorn Sub-district Administrative Organization. The results of the study consisted of four factors as follows: (1) Setting the target and plan for implementing the local public policy clearly, (2) Personnels potential in implementing
the local public policy of Mae Korn Sub-district Administrative Organization, (3) Giving precedence and supporting from the executives of Maekorn Sub-district Administrative Organization, and (4) Supervising from the regional government sector. It was shown that all of the four factors affect efficiency of implementing the local public policy concerning protecting and maintaining natural resource and environment of Maekorn Sub-district Administrative Organization in medium level with mean (X) at 2.786, average S.D. at 0.989, and average SIG at 0.000 as statistical significance. The most affected factor was setting the target and plan for implementing, the secondary was personnels potential in implementing, giving precedence and supporting from the executives, and supervising from the regional government sector, respectively. In the future, Maekorn Sub-district Administrative Organization must set the target and plan for implementing the local public policy clearly, promote personnels potential in implementing the local public policy, let its executives give precedence and support public implementation more, and increase cooperation with the regional government sector in order to result more efficient in implementing the local public policy concerning protecting and maintaining natural resource and environment of Maekorn Sub-district Administrative Organization.
