Abstract:
This resort is an attempt to examine in detail the new material concerning the work of each Minister of Agriculture from the foundation of the Ministry in A.D. 1892 to the change of the regime from the absolute monarchy to a constitutional government in A.D. 1932. Each Minister had an important role to develop Thailand within the scope of his Ministry, especially in dealing with the policy and work of every department in his Ministry. The thesis is decided into 7 chapters. The introductory chapter is a survey of the problems ,the aims, the scope and the method of this research. The second chapter is concerned with the Ministry's history together with its organization chart, the details of the Department of Agriculture's duties from the Sukothai period up to the creation of the Ministry. The third chapter contains Chao Phya Surasakmontri's biography and his work as the Minister of Agriculture such as the revision of the Farm Tax Act, the Mining Act, the land disputes at the Rangsit canal. The fourth chapter relates Chao Phya Tevetvongswivat's biography and his work, putting an emphasis on the cultivation of land, the establishment of the Land Department and the Department of Agriculture. The fifth chapter deals with the biographies of Chao Phya Wongsesanuprapat and His Royal Highness Prince Ratchaburi and their work in the Ministry of Agriculture such as the solution of the problem of high cost of rice, the Agricultural and Trade Exhibition, and the drafting of another land act. The sixth chapter narrates the life and work of Chao Phya Pollatep and Chao Phya Pichaiyart such as the construction of the big dam in the province of Phra Nakorn Si Ayutthaya, the retrenchment of the officials in A.D. 1926, the improvement of the working of the teak forest, and the creation of the Fishery Department. The last chapter concludes with the advantages and the obstacles to the work of each Minister.
