Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพการบริหารงานคลัง ขององค์การบริหารส่วนตำบลในจังหวัดอุบลราชธานี ใน 4 ด้าน คือ ด้านงานการเงิน ด้านงานการบัญชี ด้านงานการพัฒนาและจัดเก็บรายได้ ด้านงานทะเบียนทรัพย์สินและพัสดุ โดยจำแนกตาม อายุ เพศ ระดับ การศึกษา รายได้ และประสบการณ์ในการทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ หัวหน้าส่วน การคลังขององค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัดอุบลราชธานี จำนวน 127 คน โดยสุ่มตัวอย่าง แบบแบ่งชั้นภูมิอย่างเป็นสัดส่วน ส่วนใหญ่เป็นเพศหญิง ร้อยละ 91.30 อายุระหว่าง 31 – 40 ปี ร้อยละ 52.00 ระดับการศึกษาปริญญาตรี ร้อยละ 52.80 รายได้เฉลี่ยต่อเดือน 9,000 – 15,000 บาท ร้อยละ 46.50 มีประสบการณ์ในการทำงาน 6 – 10 ปี ร้อยละ 44.90 ผลการวิจัยพบว่า 1. สภาพการบริหารงานคลังขององค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัด อุบลราชธานี ตามความคิดเห็นของหัวหน้าส่วนการคลัง โดยภาพรวมมีความคิดเห็นต่อระดับการ ปฏิบัติงานบริหารงานคลังขององค์การบริหารส่วนตำบลในระดับมาก เมื่อพิจารณารายด้านพบว่าสภาพ การบริหารงานคลังขององค์การบริหารส่วนตำบลในเขตจังหวัดอุบลราชธานี เรียงตามค่าเฉลี่ยจากมาก ไปหาน้อย คือ ด้านการเงิน ด้านการพัสดุและทะเบียนทรัพย์สิน ด้านการบัญชี มีสภาพการปฏิบัติงาน อยู่ในระดับมาก และด้านการพัฒนาและจัดเก็บรายได้ มีสภาพการปฏิบัติงานอยู่ในระดับปานกลาง 2. ผลการเปรียบเทียบความคิดเห็นของหัวหน้าส่วนการคลังที่มีต่อสภาพการ บริหารงานคลังขององค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัดอุบลราชธานี พบว่าหัวหน้าส่วนการ คลังที่มี เพศ อายุ ระดับการศึกษา แตกต่างกัน มีความคิดเห็นต่อสภาพการบริหารงานคลังของ จ องค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัดอุบลราชธานี โดยรวมและรายด้านไม่แตกต่างกัน หัวหน้า ส่วนการคลังที่มีระดับรายได้ และประสบการณ์แตกต่างกัน มีความคิดเห็นต่อสภาพการบริหารงาน คลังขององค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัดอุบลราชธานี ด้านการพัฒนาและจัดเก็บรายได้ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 The research aimed to study and compare the finance administration of the Local (Tambon) Administration Organizations of Ubon Ratchathani province in four aspects: finance, accounting, development and revenue, property and item registration. The samples used in the study were 127 chief officers of the finance unit of the Local Administration Organizations of Ubon Ratchathani, obtained by a stratified random sampling. The majority of the samples were females (91.30%), aged between 31-40 years (52.00%), had a university degree (52.80%), earned a monthly income of 9,000-15,000 baht (46.50%) and had the working experiences of 6-10 years (44.90%). The research findings were as follows. 1. In the opinions of the chief finance officers, the finance administration of the local administration organizations in the study was at a good level. Considering individual aspects, it was found that the finance administration could be arranged in a descending order: finance, materials and property registration and accounting were at a high level while the development and revenue was at a moderate level. 2. In comparing the opinions of the chief finance officers towards the finance administration of the local administration organizations in the study, it was found that the chief finance officers who were different in gender, age, and educational levels did not hold different opinions towards the finance administration. The chief finance ช officers who had different income and experiences held different opinions towards the finance administration in terms of development and revenue collection with a statistical significance of .05.
