Abstract:
The purpose of this study was to know the competency model for Workforce Development
in the Workplace and study was to step the training course competency model of Workforce
Development. Its implementation under 6 categories including operation knowledge, quality and
outcome of task, operation and maintenance, self-adjustment at work, safety and work
environment, and attitudes toward tasks. Under each of these six categories are 15 specific
competency characteristics which are reviewed by the experts before its implementation.
To develop a competency-based training course, a questionnaire was distributed to 68
refrigerating and air-conditioning companies. The training course includes content subjects,
teaching materials, training approaches, and assessment methods. After the implementation, the
training course assessment model of Kirk Patrick Donald L was employed for data analysis.
The findings show that 6 categories of necessary competency for an organization are very
significant at 3.86 and have its relevance for every item. For the curriculum design, the need
analysis is at 3.54. The training course assessment model of Kirk Patrick Donald L was
employed. The results of the four stages are as follows : for the first stage-trainees reaction, the
findings show that they were satisfied with the training course. In terms of their performance, the
scores of the chapter exercise is 60.21%, suggesting that the trainees has gained considerable
knowledge. Regarding the skills, their attitudes toward tasks are 73.54%, which is very
significant. As for their behaviors after the training, the questionnaire was used prior to and the
after the training with the percentage of 54.5 % and 58.5 % respectively. Finally, the feedbacks
from the organization show that the executives considered the training course is relevant to their
organization (x =3.2) while the trainees viewed that the training is most relevant to their tasks.
The scores gained will be used to identify each individuals competency in comparison with a set
of competency expected by the executives.
